Responsibilities:
GENERAL PURPOSE
Initiates the planning, developing, implementation, and evaluation of hiring and onboarding strategies and activities to support the recruitment needs across the entire University to achieve the best-in-class hiring and onboarding experience. Advises business units/ departments and colleagues on human resource (HR) policies and procedures as well as state and federal regulations related to recruitment and hiring. Provides supervision and training to liaisons.
ESSENTIAL FUNCTIONS
+ Performs all operational phases of the recruitment and hiring process.
+ Leads and manages various HR recruitment/employment-related initiatives.
+ Manages group hires and/or acquisitions.
+ Maintains a keen understanding of various business cultures, strategies, compliance requirements, and objectives.
+ Assesses hiring proposals for each staff position with varying levels and requirements across the University.
+ Approves offer proposals.
+ Engages with leaders at all levels to ensure service needs are being met and proactively identifies opportunities for improvement.
+ Provides support for co-worker inquiries and partners to troubleshoot complex matters deviating from standard practices.
+ Demonstrates knowledge and expertise in employment law, and University policy to resolve issues with the internal and external candidates date, and hiring managers, throughout the entire institution, serving as a strategic valued partner to business units.
+ Acts as a subject matter expert and mentor within the recruitment/employment team.
+ Coordinates the work of a team of HR Liaisons/Partners and provides direction in line with the Human Resources Strategic plan as directed.
+ Ensures the University values are exemplified by the team and provides ongoing feedback, coaching, and performance appraisals.
+ Trains team on applicable policies, procedures, and state and federal regulations.
+ Assigns team members to client groups and identifies methods to gain efficiencies specific to the client’s needs.
+ Collaborates with University departments and business units to establish and maintain positive relationships/partnerships and deliver value-added services across the University.
+ Ensures ongoing communication plans are established between HR departments and business units.
+ Contributes to the ongoing enhancement of the website, resource guides, and overall communication materials to candidates and business units.
+ Collaborates with Employee Health leadership to address employee health screening issues, demonstrating a strong understanding of enterprise-wide pre-hire health screening requirements for various departments across the University.
+ Conducts assessments and analyzes hiring recommendations on adverse pre-employment background check outcomes and makes recommendations based on results, demonstrating a strong understanding of applicable labor laws.
+ Strategizes with hiring managers, candidates, and employees to resolve sensitive employment related matters.
+ Partners with other University/HR departments as appropriate.
+ Collaborates with and manages employment processes of clinical and academic business units.
+ Advises business units on staff hiring and oversees the onboarding of staff positions.
+ Provides input on process improvement initiatives.
+ Troubleshoots and resolves orientation and other programmatic issues to enhance the onboarding process.
+ Oversees staff database entries.
+ Stays abreast of changes in Employment Law and HR related technology and makes recommendations to department leadership on strategies to best leverage resources.
+ Represents the team at conferences, community job fairs, and various networking organizations.
+ Actively contributes to team initiatives with a focus on improving efficiencies.
+ Recommends changes in department policies, practices, and procedures.
+ Serves on various department-related committees.
+ Creates ad hoc reports for analysis in support of various department-related initiatives and projects.

MINIMUM EDUCATION & EXPERIENCE
+ Bachelor's degree and 3 years of related experience with proven success in progressive roles required
+ Or equivalent combination of education and experience
KNOWLEDGE, SKILLS AND ABILITIES
+ Excellent written and verbal communication skills preferred
+ Excellent analytical skills preferred
+ Proficient with Microsoft, Excel, and related programs preferred
LICENSES AND CERTIFICATIONS
+ PHR or SHRM-CP upon hire preferred
+ Continuing Professional Education (CPE) certified upon hire preferred
