    Division/Program Summary:

    The Bureau of Audit Services plays a leading role in risk-based assessments of the Department's systems, networks and endpoint controls; the department’s operational efficiencies, control effectiveness and compliance with Federal, NY State and Local governments laws and regulations using frameworks and guidance recommended by the National Institute of Standards and Technology (NIST). Rules and Regulations and the City’s Office of Technology and Innovation’s policies.

    Position Summary:

    DOHMH is seeking an Assistant Audit Manager to join the Bureau of Audit Services. Under the direction of the Acting Executive Audit Director, the Assistant Audit Manager will co-manage the assigned provider audit portfolio conducted by CPA firms with other Assistant Audit managers and ensure audits are performed in accordance with Audit Services' policies and procedures and following steps are completed during monitoring/performing audits of Providers.

    Job Duties and Responsibilities:

    - Perform/review 100% of all testing schedule (PS, OTPS, Fringe, Admin, LOS, EI claims) and draft reports and submit for Supervisors review (where applicable) within +/- 5 working days of the receipt of the CPA firms' submission/Testing step completion date per audit planning document.

     

    - 100% of coaching notes and supervisor's comments must be addressed within 2 working days.

     

    - Follow up with the CPA/ Provider to make sure all feedback has been incorporated into the final reports accordingly.

     

    - Timely follow up with the agency when CPA has difficulty scheduling the audits and/or have other issues including timely submission of CAP.

     

    - All required data elements and reported issues must be updated in the audit system timely. The report should also be updated in audit system, Shareport, RMS and S Drive in a timely manner.

     

    - All audits must be closed in the Audit System and uploaded in SharePoint and S Drive within 7 business days of audit report issuance.

     

    - Review supporting documentation disputing the audit findings and draft the audit resolution letter for Audit Manager's/Director’s review. Update the Audit System accordingly.

     

    - Provide Technical assistance to the agencies were provided, when requested.

     

    - Train junior audit staff, monitor and review their work as listed above (Step1-7) when assigned.

     

    - Maintain most up to date audit status and follow up with CPA firms for audit status if they are not meeting deadline.

     

    - Support management on special projects such as data analysis of the audit status/results and prepare power point presentations for external and internal stakeholders.

     

    - Co-manage (with two other Assistant Audit Managers) the implementation of the Standard Audited Financial Report (SAFR), a City-wide initiative that will apply to about 500 DOHMH’s not for profit human service providers.

    ADMINISTRATIVE STAFF ANALYST ( - 1002A

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

    Salary Min: $ 95,051.00

     

    Salary Max: $110,000.00
