    ONLY CANDIDATES WHO ARE PERMANENT ADMINISTRATIVE CONTRACT SPECIALIST OR WHO ARE ELIGIBLE FOR APPOINTMENT FROM THE OPEN COMPETITIVE OR PROMOTIONAL ADMINISTRATIVE CONTRACT SPECIALIST LIST WILL BE CONSIDERED FOR THIS POSITION.

     

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking to hire a Senior Director for Out-of-School Youth Workforce Programs in Workforce Connect. The goal of Workforce Connect programs is to provide career pathways for out-of-school, out-of-work (OSOW) young adults through an array of services including academic instruction, work readiness training, college and career exploration, paid work experiences, advanced occupational training and industry credential attainment. Out-of-school Workforce programs support OSOW young adults at any educational level with advanced occupational training, supported by case management teams and wrap-around services. Under the supervision of the Assistant Commissioner of Workforce Development Programs, with latitude for independent judgement, the Senior Director of Out-of-School Youth Workforce Programs will be responsible for policy development, program vision and goal setting, as well as the management of the Out-of-School Youth Workforce team including daily operations of both Advance & Earn contracts and the Workforce Innovation and Opportunity Act (WIOA) funded Train & Earn, policy and procedure development, program monitoring and evaluation. The Senior Director will be an experienced manager having led a team and operated workforce, education, literacy and/or advanced or occupational training programs as well as experience providing services to OSOW young adults.

    Duties will include the following:

    - Oversee ongoing operations of the Out-of-School Youth Workforce Program portfolio that currently includes over twenty unique Community-Based Organizations operating 30 programs. Establish and manage program processes, policies and priorities. Ensure program adherence to established Agency procedures; state and federal guidelines, and other relevant standards;

     

    - Work closely with the Director of the Out-of-School Youth Workforce Program portfolio to conduct portfolio performance analysis, continually evaluate program quality including academic and occupational training portions of programs ensuring that trainings are continually meeting industry standards and are aligned with employer needs;

     

    - Evaluate the quality of job development and ensure the internship and post program job placement is aligned with participant goals, credential training and occupational training. Work with Agency’s Employer Engagement unit to expand opportunities to the portfolio;

     

    - Research best practices, work with the capacity building division to develop technical assistance plans and procedures to integrate workforce and literacy programs, establish a community of continued learning and best practice sharing;

     

    - Work collaboratively across all DYCD workforce programs, youth and community development programs as well as with outside stakeholders including intergovernmental partners, postsecondary institutions, community-based organizations, and private sector and foundation partners;

     

    - Represent the Out-of-School Youth Workforce Programs to the larger workforce field including direct service providers, advocacy groups and other external stakeholders.

     

    - Provide overall supervision to Out-of-School Youth Workforce Program unit, including direct supervision to the program Director and other assigned staff;

     

    - Perform field work in all five boroughs to ensure provider compliance with all applicable contract requirements and program performance standards;

     

    - Other projects and tasks as needed to support the Workforce Connect program

    ADMIN CONTRACT SPECIALIST (PYR - 10095

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

    2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

    3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

    Salary Min: $ 91,090.00

     

    Salary Max: $150,000.00
