This role supports emergency management operations across Fairview Health Services, with a focus on strategic planning, compliance, and preparedness. You’ll ensure our emergency management practices meet standards set by The Joint Commission and the Minnesota Department of Health, while coordinating policies, procedures, and emergency code planning with department leaders.
You’ll lead the planning, execution, and evaluation of emergency drills and provide training for healthcare staff in emergency protocols. In both planned and actual events, you’ll activate and manage the Hospital Incident Command System and Emergency Operations Plans, serving as the primary liaison with city, county, and state emergency management agencies.
As part of a system-wide team, you’ll collaborate closely with Facility Operations leadership and Incident Command to share critical information with outside organizations. This position plays a key role in supporting emergency preparedness and business continuity efforts throughout the Fairview Health Services system and reports directly to the System VP of Security and Emergency Management.
Position Details:
+ Mobile position (onsite work will be necessary)
+ 1.0 FTE (80 hours per pay period)

Ensures Emergency Management coverage for Fairview hospitals, hospital campus sites, corporate sites, home-based care, other health services and clinics in the entire care system.
Responds to emergencies in the hospitals and other parts of the health system.
+ Is on call for response during and after normal business hours. Responds in a timely manner to manage emergencies regardless of the time of day.
+ Assumes command of incident if appropriate.
+ Coordinates between the hospital and external responders.
+ Provides HICS/NIMS expertise.
+ Coordinates with the Administrative Nursing Supervisor and key leaders to ensure the entity returns to pre-emergency conditions
+ Shares in a department rotation of after-hours coverage for the care system
+ Works collaboratively with the Security Dispatch and Operations Center (SDOC) and System Operations Center (SOC) to triage and manage after-hours emergency calls
+ Is available to assist health system departments in managing non-emergent events.
+ Assists with other roles as assigned by Incident Command, when activated.
Manages oversight of and compliance with the emergency management chapter of the Joint Commission, CMS, NDMS, RITN, and MHC.
+ Ensures the main Joint Commission (TJC) components are met:
+ Leads the hospitals, and onsite clinics and business occupancies, in the Hazard Vulnerability Analysis (HVA) in collaboration with the local community and stakeholders
+ Ensures the hospital’s Emergency Operations Plan (EOP) is well integrated into the system’s EOP plan and relevant local community’s EOP
+ Coordinates with Fairview system leaders and departments to align care system emergency management work
+ Coordinates with city, county, regional, and state emergency managers and other groups as appropriate
+ Shares time and resources of facilities in the region, when appropriate, with other agencies, to strengthen relationships with other emergency manager and stakeholders
+ Participates in community wide emergency management events
+ Maintains emergency communication strategies
+ Plans for managing resources and assets
+ Plans for safety and security during emergencies
+ Plans for staff role and responsibilities during emergencies
+ Plans for managing utilities during emergencies
+ Plans for drills and exercises that include patient surge and community involvement
+ Conduct exercise debriefing and write After Action Reports/Corrective Action Plans for planned and unplanned events
Serves as the representative of the hospitals to ensure integration into the community emergency management planning initiatives.
+ Actively represents Fairview on the Regional Healthcare Compacts / Coalitions, Medical Response System, Regional Hospital Resource Center, Metropolitan Emergency Managers Association, and other emergency management councils or groups.
+ Attends any regular meetings scheduled by the compact / coalition group and reports out to the System Director and other system leaders as assigned.
+ Provide leadership and working relationships with state and community leaders in other hospitals, businesses, public health, and public safety
+ Provides expert advice to organizational leadership on system-wide decision-making processes for continued enhancement of our Emergency Management program.
+ Reflects the Fairview value of service in bringing the resources to bear when appropriate to benefit region/statewide emergency management efforts.
Manages the Emergency Management Grant budget.
+ Administers the use of grant funds in accordance with Federal and Minnesota Department of Health (MDH) guidelines and keeping in mind facilities’ strategic planning initiatives.
+ Strategically plans and prioritizes the spending of funds to ensure continuity of EM efforts within the hospital.
+ Offer consult to leaders for applying their resources wisely and in a coordinated way to continually improve our readiness for disasters.
+ Ensures compliance with the grant deliverables for the hospital(s) to be eligible for continued grant funding.
Educate and advocate emergency preparedness to staff and leaders site wide.
+ Chair (site level), and provide committee officer support to the system, area, or site-specific Emergency Management Committees.
+ Leads site specific emergency management initiatives for their primary assigned locations and focuses on the site-specific needs of unique patient populations, cohort-specific service lines, and specialist units.
+ Communicate and recommend community best practices to leadership.
+ Present and advocate for emergency preparedness initiatives to leadership.
+ Prepare and coordinate delivery of educational programs site-wide, such as National Incident. Management System (NIMS), Hospital Incident Command System (HICS), code review, and departmental roles in emergencies.
Supports the Hospital Decontamination Team
+ Partners on annual training of team members when appropriate to ensure continuity of the team.
+ Monitors performance of team members in conjunction with Emergency Department Domain and System Security and Emergency Management Director.
+ Provides input for program performance.
+ Supports M Health Fairview hospitals as necessary with related hospital decontamination needs.
Support system-wide emergency management efforts
+ Assist in the development and delivery of system-wide emergency management training
+ Directs system-wide projects and initiatives as necessary
+ Be an active member of the System Emergency Management Committee
+ Write and edit emergency management policies and standard work for the site and system level
+ Supports standardization of emergency management functions across entire care system, where appropriate
+ Assist, and lead as necessary, the development and delivery of system-wide and site-specific emergency management exercises
+ Schedules monthly meetings with operational leaders across the system to maintain emergency management relationships across all sites
+ Provide direct support to and administration of the Fairview Alert EverBridge emergency alerting system
+ Works with the Fairview Security Dispatch and Operations Center, Fairview IT Hub / Help Desk, and EverBridge technical support desk to support Fairview Alert related customer issues and resolution
Business Continuity Support
+ Supports the Manager, System Business Continuity Planning in key business continuity work for the system
+ Business Continuity Plan (BCP) Development
+ Supports the business continuity plan (BCP) for system departments and divisions, including procedures to be used during and after an emergency event
+ Coordinates the BCP with emergency response and preparedness procedures and IT disaster recovery procedures
+ Maintains a copy of the plan documents centrally in a shared drive
+ Business Continuity training and planning
+ Provides instructional and informational materials on how staff are expected to respond during an emergency
+ Assists departments in conducting business continuity planning and testing
+ Maintains knowledge of business continuity standards, regulations, and frameworks
Due to differences in scope of care, practice, or service across settings, the specific experience required for this position may vary. This position will require the person to work across the Fairview system.
Required
Education
+ Emergency Management and/or Emergency Services training and certification
Experience
+ Minimum of one-year experience in healthcare-related emergency management, or experience in service-related fields and/or project management
+ Demonstrated ability to work independently and to manage multiple tasks and responsibilities
+ Demonstrated written and verbal communication to a wide range of audiences including senior leadership
+ Proficiency in Microsoft Office products
License/Certification/Registration
+ Completion of IS100, 200, 700, and 800
Preferred
Education
+ Bachelor’s degree (preferred Emergency management or related field)
Experience
+ 1-3 years emergency management experience and emergency management specific degree focus
License/Certification/Registration
1. State or international certification in emergency management (CEM).
+ HAZWOPER Instructor certification
+ Other healthcare related emergency management / preparedness certifications

Compensation Disclaimer
The posted pay range is for a 40-hour workweek (1.0 FTE). The actual rate of pay offered within this range may depend on several factors, such as FTE, skills, knowledge, relevant education, experience, and market conditions.
