    Job Description:

    The Public Safety Sergeant protects the campus community and property to help ensure an educational environment that is conducive to learning. This position investigates incidents, complaints, and crimes, as well as enforces campus rules and regulations including Federal, State, and municipal laws and ordinances. The Public Safety Sergeant provides proactive, preventative patrol and responds to emergencies at Minnesota State Moorhead and associated campus properties and contracted sites. This position is responsible for supervision of student patrol officers and communication officers. This role also assists with providing traffic control and enforcing parking regulations. In the absence of the Patrol Operations Lieutenant and Executive Director of Public Safety, this position will assume the operational command role until relieved by a higher authority.

    PRINCIPLE** **RESPONSIBILITIES** **AND** **RESULTS

    Responsibility 1: Supervise assigned shift of student patrol, parking, and communications officers.

     

    + Assign and supervise student public safety officers to walking patrols, vehicle patrols, and security posts to maximize preventative patrol of buildings, parking lots, and grounds and monitor the activities of the student Communications Officers.

    + Participate in the interviewing and selection of student patrol officers.

    + Assign student employees to work units within shift and approve student employees’ requests for leave, transfer, or shift changes.

    + Supervise student employees at all special events.

    + Review reports and ensure submitted reports are acceptable in format, content, and grammar.

    + Discipline and provide corrective direction through verbal and written forms to include as necessary the immediate suspension of a student employee for cause. Conduct internal investigations as directed by the Patrol Operations Lieutenant or Executive Director of Public Safety.

    + Ensure all applicable MSUM, State of Minnesota, Federal laws, rules and regulations, including Departmental policy and procedure are followed by student employees. Monitor radio transmissions for compliance with applicable FCC regulations.

    + Review shift communications logs as needed to ensure accuracy and completeness

    + Authorized on-duty supervisor and initial point of contact for Public Safety while on shift and provide varied administrative supervisory support to the Patrol Operations Lieutenant and Executive Director of Public Safety as needed.

    + Responsible for assisting with, updating, and maintaining the Public Safety’s Field Training Manual and Field Training Program to include department training

    Responsibility 2: Supervise and provide security activities during assigned shift.

     

    + Provide proactive prevention patrol of university property and contracted sites.

    + Ensure that building exterior and public interior areas are secured after normal working hours and parking is managed according to university policies and city ordinances.

    + Respond to calls for service and emergency calls including but not limited to; fights, assaults, drug and alcohol abuse, suicide and suicide attempts, burglaries, maintenance emergencies, fires, medical emergencies, and bomb threats; stabilize incidents; if necessary, deliver emergency first-aid as determined by your individual level of certification.

    + Interview involved parties and witnesses, gather physical evidence according to appropriate legal procedures and department policies; interpret and explain relevant laws, rules and regulations.

    + If necessary, phone for emergency medical assistance and/or local police assistance, take into custody and detain persons who have committed a crime or persist in disturbing the peace according to department policies until situation is turned over to the police.

    + Ensure that all incidents are documented and detailed reports completed within established time frames.

    + Activate the emergency notification system as determined by policy.

    + Delegate tasks as needed to complete the university mission and goals.

    + Ensure that equipment and vehicles are in proper working order.

    Responsibility 3: Supervise activities and provide enforcement of university traffic and parking rules/regulations.

     

    + Patrol University parking lots. Assist with coordinating parking enforcement with the Parking Division, schedule and train parking student staff, and meet with Parking Office personnel. Maintain parking equipment and train students in its use.

    + Campus parking meters and/or mobile payment systems:

    + Coordinate collection of monies from parking meters and pay machines.

    + Install new parking meters as needed.

    + Maintain and repair parking meters as needed.

    + Ensure that student officers patrol university lots and issue parking citations in accordance with University Parking and traffic rules and regulations.

    + Provide traffic control as needed for special events, construction, or accidents.

    + Install, release, and maintain auto clamps (wheel locking devices).

    + Provide vehicle jump-starts as required.

    + Repair parking signs and install new signs and poles as needed.

    + Coordinate with grounds regarding necessary parking lot closures and placement of traffic cones, barricades and signage

    Responsibility 4: Respond to campus-wide emergency situations and trouble calls.

     

    + Ensure that staff implement emergency procedures in response to calls for medical, maintenance, and weather emergencies. Coordinate emergency procedures with internal and external emergency services.

    + Take steps to protect lives and property. Assist with evacuations when needed.

    + Limit and control access to hazardous areas and situations and contact appropriate personnel to bring situation under control.

    + Make emergency decisions in absence of higher authority by assessing dangers to students, faculty, staff, and visitors, and to determine whether to close all or portions of the university.

    + Recommend modifications to emergency procedures and plans.

    + Respond to campus-wide situations and trouble calls in areas of responsibility using initiative and delegated freedom of action as described below:

    Normal Shift Hours:

    + As directed by the Patrol Operations Lieutenant, Executive Director of Public Safety, Vice President of Finance and Administration.

    + Notification of situations by dispatcher or other legitimate source.

    After Normal Shift Hours:

    + Call-in and call-back assignments from the following line of authority: Patrol Operations Lieutenant, Executive Director of Public Safety, Vice President of Finance and Administration.

    On-Call Status:

    + The incumbent shall be on-call status if directed by the Patrol Operations Lieutenant or Executive Director of Public Safety or designee per collective bargaining rules.

    Responsibility 5: Perform other duties as requested by the Patrol Operations Lieutenant, Executive Director of Public Safety, or the Vice President for Finance and Administration to include administrative duties and tasks.

    Responsibility 6: The following responsibilities do not lend themselves to any percentage of time breakdown. These are behavioral responsibilities that all staff are expected to exhibit 100% of the time and are not added to the total percentage of time for other responsibilities.

     

    + Be sensitive in any dealings with other personnel, visitors, and students, so that all are treated in respectful, professional, and humane manner.

    + Maintain professional level of standard while performing job related functions.

    + Maintain control and composure during stressful situations.

    + Maintain a professional distance in relationships with students and their families.

    Minimum Qualifications:

    + At least 2 years of experience as a Security Patrol Officer, Crime Prevention Officer, or Peace Officer. Associate degree in Law Enforcement, Criminal Justice, or related field may substitute for 6 months of experience. Bachelor's degree in listed areas may substitute for 1 years of experience.

    + Valid driver’s license

    + Incumbent must pass background check free from convictions of felony and/or misdemeanor violations that would prohibit them from acting as Security Guard as per Minnesota Statute.

    + Experience working on a college campus

    + Experience working with a diverse population

    + Demonstrated ability to collaborate with others and to effectively communicate and de-escalate situations in various environments including working with individuals in crisis

    + Familiarity with Title IX, FERPA, and Clery Act as they relate to behavioral incidents

    + One year of supervisory experience

    This shift is 4pm-12am with rotating weekdays and weekends shifts within Public Safety.
