    Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Financial Controller who will lead our accounting team of 15 highly experienced team members who are responsible for the accurate reporting of financial data through the development of the audited financial statements and annual report schedules.

     

    This position is necessary to ensure the accuracy and timeliness of financial reporting through daily, monthly and quarterly review process. This position is necessary to ensure Governmental Accounting Standards Board (GASB) standards are implemented accurately, and Generally Accepted Accounting Principles (GAAP) is followed in all transactions.

    Essential Job Duties

    + Collaborate with the agency Finance Director, Executive Finance Officer and Executive Investment Officer to meet the agency's financial mission and goals.

    + Manage the agency's balance sheet to achieve the mission of the Agency, while ensuring accuracy of the reporting.

    + Provide strategic leadership to the accounting teams ensuring effective financial operations and adhering to internal controls and policies and procedures.

    + Lead, motivate, coach and develop staff to achieve outcomes in an efficient and effective manner.

    + Guide the accounting teams in proper GASB and GAAP reporting requirements.

    + Lead the planning and execution of the interim and year-end audits and work with the external auditor.

    + Oversee the preparation and submission of all internal financial reports, ensuring accuracy and timeliness on a quarterly and annual basis.

    + Prepare the annual Housing Finance Agency component unit financial statements for inclusion in the Annual Comprehensive Financial Report (ACFR) in compliance with GASB standards and GAAP in a timely manner to Minnesota Management and Budget (MMB).

    + Continuously improve financial systems and/or processes and procedures through innovation and best practices.

    + Perform other duties as assigned.

    Minimum Qualifications

    To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.     Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

     

    + **Bachelor's degree in Finance, Accounting, Economics or Business Administration with a concentration or emphasis in accounting or economics.**

    + **Seven (7) years of directly related accounting experience, including preparation and review of financial statements such as the balance sheet and income statements or statement of cash flows and management reports such as cash flow forecasts, variance analysis, and ad hoc reports, etc.**

    + **Five (5) years of leadership experience, including management of an accounting team that oversees, assigns and reviews accounting work including accounts payable, accounts receivable and general ledger functions; performs oversight of the month-end close process; and completes financial statement reviews.**

    + **Expert knowledge of Excel to include VLookup, pivot tables, etc.**

    + **Ability to critically analyze a broad range of issues, determine root cause, and conceptualize and implement solutions to resolve them.**

    + **Experience implementing accounting processes that are in compliant with GASB pronouncements and GAAP requirements.**

    + **Experience managing the annual audit and working directly with the external audit firm.**

    Preferred Qualifications

    + A Master’s degree in Accounting or Finance.

    + Strong written and verbal communication skills; ability to present complex financial data to non-financial audiences.

    + Experience working with or within a state housing finance agency or similar quasi-governmental organization.

    + Financial Institution and/or bank management experience.
