Minnesota IT Services (MNIT) Human & Social Digital Services Division (HSDS) is seeking an experienced **IT Advanced Project Manager** to lead the planning, execution, and delivery of complex IT and business solutions that serve individuals and communities across Minnesota. In this pivotal role, you will manage high-impact projects that enhance systems, services, and processes across the Statewide enterprise.
As the focal point for all phases of project delivery—from initiation through closure—you will apply advanced project management expertise grounded in industry best practices and standards, including those defined by the Project Management Body of Knowledge (PMBOK) and MNIT’s project management framework. You will ensure quality, consistency, and alignment across multiple projects through effective planning, scope and risk management, scheduling, change control, and status reporting.
This position also supports business analysis and quality assurance efforts on large-scale initiatives, ensuring cohesive, end-to-end project execution. Acting as a coach, facilitator, and servant leader, you will help remove impediments, promote collaboration, and lead teams toward successful outcomes that support mission-driven work in human services.

This position requires an employee to be onsite in St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of four (4) years of experience in performing IT project management functions using both Agile and Waterfall methodologies.
Experience must include:
+ Risk Management, Defect Management, Conflict Management and other project management controls and practices using both Agile and Waterfall methodologies.
+ Project initiation, planning, execution, control and closure of complex IT projects.
+ Ability to manage a project using Agile, Waterfall, and a hybrid mix of both Iterative and Waterfall frameworks.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding amongst all parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.
Preferred Qualifications
+ Possession of a Certified Associate in Project Management (CAPM) and/or Project Management Professional (PMP) certification.
+ Proficiency in Agile methodologies, including experience mentoring, coaching, and guiding project or Scrum team members, with a strong commitment to fostering inclusion and diversity within teams.
+ Knowledge of Portfolio, Program, and Product Management principles, with the ability to align project outcomes with strategic business objectives.
+ Comprehensive understanding of development and implementation life cycles, including the System Development Life Cycle (SDLC), Product Development Lifecycle (PDL), and Project Management Life Cycle.
+ Experience delivering both custom-developed business solutions and implementing Commercial Off-the-Shelf (COTS) and Software as a Service (SaaS) solutions.
+ Strong interpersonal and leadership skills with the ability to navigate and resolve conflict, build team accountability, and effectively manage change.
+ Skilled in facilitating meetings, active listening, stakeholder engagement, consensus building, negotiation, and persuasion.
