This position is located at the District 2 headquarters in Bemidji, MN. The incumbent may have the flexibility to work in the office or a hybrid schedule. The incumbent will be required to report onsite at least 50% of the time and spend time working in the field across the district regularly. The incumbent will be required to make a telework arrangement with their supervisor.
This position will act as an agent in real estate acquisitions, relocations, and the management of state-owned real estate. They will perform special right of way activities to ensure program delivery and property management, and other duties as assigned.
Minimum Qualifications
Two (2) years of experience in the real estate field that includes two or more of the following areas:
+ Real estate appraisals
+ Real estate title investigations
+ Purchase negotiations
+ Real estate relocations
+ Property management relating to leases and/or permits.
Required License
+ Valid Minnesota Class D Driver’s license
Preferred Qualifications
+ Possession of a Real Estate License
+ Possession of a Minnesota Certified General or Residential Real Property Appraisal License
+ Current Notary Public
+ Knowledge of highway design sufficient to interpret and relate details to potential buyers
+ Knowledge of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and its amendments
+ REALMS knowledge
+ Knowledge of the State and Federal law and regulatory requirement for right-of-way acquisition as well as Federal relocation regulations and statutory requirements
+ Ability to investigate property ownership and title through courthouse records, locate and interpret property sales, review, and interpret financial statements, cash flows, interest rates, depreciation, and severance damages
