The Division of Management Services (DMS) is recruiting for aCompliance Bureau Chief to join our leadership team for our downtownBoiselocation. This bureau chief will be responsible for managing the bureau of compliance which includes the Office of Program Integrity (OPI), Contracts and Procurement Services (CAPS), and the Welfare Fraud Investigations Unit (WFIU). The ideal candidate will have a strong understanding of audit, state statutes and IDAPA rules, as well as investigatory, procurement, and regulatory requirements, risk management, and can communicate effectively and collaborate with different teams and external stakeholders. The Bureau Chief will bring a blend of audit expertise, strategic vision, and collaborative leadership. The successful candidate will have the ability to manage complex business operations and demonstrate creative problem-solving. They will also understand regulatory compliance, be detail-oriented, analytical, and adaptable to changing environments. They will also have a strong desire to belong to and advocate for an organization whose purpose is to better the lives of Idaho individuals and families.

As of 7/1/25 this will be a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.
This position is not eligible for telework.

EXAMPLE OF DUTIES:
+ Establish goals, priorities, and operating procedures for bureau functions in line with the DMS Strategic plan.
+ Serve as a key member of the DMS leadership team.
+ Advise the Division Administrator on program direction and organizational decisions based on program performance and data analysis.
+ Provide consultation and coordinate with other department leadership and their teams to ensure program effectiveness, identify and mitigate potential compliance risks.
+ Serve as the Department’s principal agency liaison with the Legislative Services Office (LSO) and coordinate audit responses for the department.
+ Oversee the development of the Internal Audit and OPI audit plans, risk assessments, and attestation reports.
+ Direct procurement operations for a $5.5 Billion budget.
+ Ensure Welfare Fraud Investigations are carried out and coordinated with stakeholders.
+ Administrative functions including hiring, training, evaluation of staff, and budget management.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Good knowledge of m anagement practices. Typically gained by completion of at least two, three-credit college-level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning and Staffing) AND at least two years of experience in a supervisor/management role for professional staff; OR at least three years of experience managing a major program and providing leadership of professional staff.
+ Experience developing and administering policies, procedures and a program budget. Typically gained through experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts and/or working with personnel, operating and capital budget, typically for a period of at least two years.
+ Experience implementing organizational change within a service delivery program. Typically gained through at least two years' experience in a management, supervisory or consulting role implementing projects to meet special needs, incorporating tasks and methods to implement change.
+ Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained through at least one year experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.
+ Experience preparing and presenting oral presentations to groups. Typically gained through at least one year experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Experience supervising internal audit, program evaluation, or investigations. Typically gained by at least four years of experience in a management role that included development of staffing requirements, reporting standards, or investigations. Experience can be internal, external, or both.
+ Knowledge of state procurement requirements. Typically gained by at least two years of experience.
+ Experience analyzing management and program performance issues, identifying alternatives and recommending and implementing solutions. Typically gained by one year of experience.
+ Experience planning and directing program evaluation efforts including evaluating and presenting data, analysis, and recommendations. Typically gained by one year of experience.
+ Experience facilitating and coordinating activities and documentation across an array of internal/external customers. Typically gained by at least one year of experience.
