    The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants.     The primary purpose of the Disadvantaged Business Enterprise (DBE) Compliance Officer position is to effectively implement the NCDOT’s DBE Compliance Program. The position is comprehensive, coordinative, consultative, analytical, investigative, and advisory work involved in the application of State and Federal laws and the interpretation and application of policies and guidelines on the DBE Compliance Program. The DBE Compliance Officer is a professional monitoring activity involving the examination and analysis of NCDOT Highway and transit project records, prime and sub-contractor records, examinations by other internal departments, and DBE/HUB utilization records.

    + Demonstrated experience in selecting, training and managing a staff of professional positions to achieve program goals.

    + Demonstrated experience in collecting, analyzing, and evaluating data and information as well as program goal setting, analysis and evaluation.

    + Demonstrated experience in management-level presentations and negotiations.

    Minimum Education and Experience Requirements

    Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment, or an equivalent combination of training and experience.
