Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 2, G-23 position in the Division of Adult Community Care Group, Bureau of Housing Development and Support, Housing Utilization Unit. The incumbent of this position will perform a full range of program activities including an oversight role in monitoring residential programs and projects within an assigned region. Specific duties include, but are not limited to, the following:• Assist in the administration of housing related programs and initiatives, which may include Supportive Housing; Empire State Supportive Housing Initiative (ESSHI) programs, licensed community housing programs, crisis respite programs; federal grant programs; etc.• Provide program technical assistance for new and existing residential development. • Collaborate with Field Office staff, Budget Services staff and other staff on the processing of Request for Proposals (RFP) for residential programs and support services.• Collaborate with development staff on new projects during the development and rent up stage of the housing projects.• Collaborate with State Operations Staff on admissions, discharges, policies and procedures pertaining to Adult residential programs.• Provide guidance and training as needed to housing providers and state facility staff.• Attend collaborative meetings with facilty, Field Office staff to review admissions and discharges• Attend meetings with housing providers, other service providers, and Field Office Staff as needed. • Collaborate with Field Office Staff on a variety of housing related topics.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
