    Duties Description Reporting directly to the Director of the Division Initiated Action Unit, the Human Rights Specialist 3 will direct and plan anti-discrimination investigations. Duties include, but are not limited to:• Review Unit staff case referrals, complaints, tips and investigatory action taken in response for completeness, accuracy and probative value.• Participate in outreach activities and performs public relations duties such as technical assistance, training and presentations to community groups and organizations that foster positive community relationships.• Assist in developing and implementing agency administrative legislative policy within the Division of Human Rights.• Prepare staffing and budget requests for the DIAU.• Accept assignments involving advanced complex, novel and/or legal and/or special issues at the Direction of Senior Director and/or DHR Leadership.• Develop and implement investigatory policy and procedure for the DIAU• Provided support and guidance to the Unit’s Senior Director and all Unit staff in program activities that include, but are not limited to investigatory case planning, legal analysis, complex discovery, document review, review of investigatory recommendations, review documents obtained from unit related discovery request(s)• Provide advanced investigatory case management and support to all Unit staff in identifying case related issues, improvement of investigative and analytical skills, interceding in investigations or conferences that entail complex legal issues or circumstances, and determining strategy.• Provide advanced technical assistance to Unit staff in the preparation and submission of Requests for Information (“RFI”), and Division Initiated Complaints, and related memoranda.• Draft and submit complex Division Initiated complaint settlement offers to the Unit’s Senior Director for review and approval, and conduct compliance review(s) of settled Division Initiated complaints and provide compliance status report(s) to the Unit’s Senior Director as required.

     

    Minimum Qualifications Non-Competitive Qualifications: Nine years of experience* in any combination of the following areas: field investigation or law enforcement investigation and the preparation of detailed narrative reports; planning, developing, implementing or enforcing a human rights, civil rights or housing and community development program; conducting discrimination or labor relations investigations; or litigation. *Substitution: an associate’s degree in human rights, public administration, public policy, political science, psychology, public justice, criminal justice, pre-law studies or international relations may substitute for two years of the required professional experience; a bachelor’s degree in the same fields may substitute for four years of the required professional experience; a master’s degree in the same fields or a Juris Doctorate may substitute for five years of the required professional experience; and a doctorate in the same fields may substitute for six of the seven years of the required professional experience.Transfer Qualifications: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Human Rights Specialist 3 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position eligible for transfer under Section 52.6 of the Civil Service Law.Non-Competitive Promotion Qualifications: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of service as a Human Rights Specialist 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.Preferred Qualifications: • 2 – 5 years supervising and supporting a mid-sized staff.• Previous experience working for a government agency, whether City, State, or Federal, in particular, United States Department of Housing and Urban Development and local human rights commissions.• Connections to the Fair Housing community in New York State.• Intersectional and trauma informed approach to working with constituents.• Demonstrated commitment to public service.• Advanced degree in either law, writing, or a related field preferred.
