    Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to individuals with developmental disabilities in New York State. OPWDD's Office of Investigations and Internal Affairs Division (OIIA) is seeking a person to work as an Administrative Assistant in a local field office. The Administrative Assistant will be responsible for providing administrative support in an office setting and establish and implement procedures to maintain an efficient work flow. The Administrative Assistant will also serve as the liaison between OPWDD and other OIIA regional offices. The duties of Administrative Assistant will include, but not be limited to, the following: -Assist OIIA management in the implementation and data collection related to the upgrade of fleet of vehicles within the assigned region with 4G cameras and GPS systems.-Review incoming correspondence and reports to determine their significance; prepare responses for supervisor review.-Respond to questions or refer complex issues to appropriate staff. -Collect and store critical milestone data to track reform progress and regulatory compliance.-Handle incoming telephone calls or refer calls to appropriate staff.-Schedule and set up meetings and conferences.-Assist Investigators within the Region assigned.-Make travel arrangements and process travel expenses. -Prepare presentation materials for the annual statewide report cards.-Serve as liaison between OPWDD OIIA regions.-Fulfill other support duties, as assigned.*Telecommuting to be discussed at interview.     Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:Administrative Assistant 1: Two years of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation. Certification (e.g., IAAP Certified Administrative Professional) or associate’s degree in office administration, secretarial science, administrative assistance, paralegal, business technology, or office technology substitutes for two years of experience. Administrative Trainee 1: Six months of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2. Administrative Trainee 2: One year of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training as a Trainee 2 you will advance to the full level of this title without further examination. COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must be reachable for appointment on Current Civil Service Eligible List for this title. REASSIGNMENT QUALIFICATIONS:Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as an Administrative Assistant 1. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS:Administrative Assistant 1:Candidates must have one year of permanent competitive or 55-b/c status as an Administrative Assistant 1 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: https://careermobilityoffice.cs.ny.gov/cmo/gotit/index.cfm.Administrative Assistant Trainee 1:Candidates must have one year of permanent competitive or 55b/c service in a title SG-06 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.**Administrative Assistant Trainee 2:Candidates must have one year of permanent competitive or 55b/c service in a title SG-08 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law AND completion of all required mandatory coursework**. **Incumbents will be required to take four mandatory courses the first year of the traineeship and four elective courses the second year of the traineeship in four competency areas through the CSEA Partnership, or equivalent offerings through another entity as determined by the agency. All trainees are required to successfully complete all courses before advancing to Administrative Assistant 1, SG-11. Non-Competitive Promotion (NCP)NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as an Office Assistant 2 Keyboarding. 55 B/C QUALIFICATIONS:• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement. • Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary) • Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request. Typing Test Requirement - If you have not already demonstrated proficiency in keyboarding you will have to demonstrate that you meet the minimum proficiency in keyboarding and will be required to pass a keyboarding test that demonstrates your ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy. The position may be filled at the Administrative Assistant Trainee 1 level equated to SG-8, ($40,391), Administrative Assistant Trainee 2 level equated to SG-10 ($45,081) or full performance Administrative Assistant 1 SG-11 ($47,695), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Administrative Assistant 1 SG-11 following the successful completion of the traineeship.

HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.
