    Duties Description Under the supervision of the Executive Director, the Deputy Director will help lead the Office of Language Access (OLA) and assist in ensuring the State is providing linguistically and culturally appropriate services for our population with limited English proficiency accessing public state services. The Deputy Director will assist in creating interpretation and translation standards for state agencies; developing quality control mechanisms to monitor the provision of language access services; and overall providing their expertise in making policies, implementing best practices, and supporting creation of trainings. Duties include but are not limited to:• Assist the Executive Director in coordinating the day-to-day operations for the provision of statewide language access services at executive state agencies; act as a representative for the Executive Director when need arises.• Manage projects to better understand agency-specific opportunities for optimization and development of analyses and other tools to implement tailored solutions. • Liaise with language services vendors to stay up to date with latest developments and how these may be applied in different agency programmatic needs.• In partnership with the Community Collaborations & Outreach Manager, build and consolidate partnerships with educational institutions, advocacy groups, local government, private sector, and other stakeholders to assist with the provision of state language access services.• Meet and communicate on a regular basis with agencies’ Language Access Coordinators, advise on best practices, and assist with agency-specific implementation needs.• Oversee the publication and maintenance of updated agencies’ Language Access Plans in the frequency established by the legislation.• Help streamline policies and guidelines to enhance and standardize practices across the state.• Guide the development and operationalization of best practices and quality controls for translation and interpretation services, and continuously monitor the results and recommend for process adjustments. • Participate in the development of contracts’ requirements to meet agencies’ needs and any other types of legislation or agreements that apply to interpretation and translation services. • Create mechanisms to regularly monitor and tools to help LACs with statewide implementation.• Lead efforts to develop and maintain new systems and tools to assist agencies in the implementation of the language access law, such as a statewide database containing resources able to provide translation and interpretation services. • Build strong relationships with current contractors and mechanisms to track performance to ensure efficient delivery of Language Access services.• Look for opportunities for optimization in processes like the compilation of agencies’ contractor deficiency reports, identify trends, and advises on solutions and improvements to the provision of language access services through contractors.• Support in the design and provision of centralized language access training to agencies’ staff on translation guidelines, translation ethics, and the role of the interpreter vs translator. • Monitor and analyze proposed legislation and policy changes impacting the provision of language access services in the state. • Participate in and supports statewide outreach initiatives involving sensitive cultural issues and language barriers. • Attend meetings with advocates, legislature, state agencies, and other stakeholders as needed.• Liaise with localities, state, and federal counterparts to share resources and best practices.Operational Needs:• Travel is required (approximately 20%). • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

     

    Minimum Qualifications Bachelor’s degree and five years of progressively responsible experience in the formulation, operation, and/or evaluation of program policies related to immigrant communities, individuals with limited English proficiency (LEP), and/or language-minority population. Candidates must demonstrate an awareness of and sensitivity to cultural issues and nuances. This experience must include cultural competency and knowledge of programs specifically designed for the needs of a culturally and linguistically diverse population. Fluency in speaking, reading, writing, and oral comprehension of at least one language spoken by the population with LEP in New York State and command of the English language, both written and spoken, is required. *Substitutions: seven years of specialized experience or associate degree and one year of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES ALONG WITH THE HOURS PER WEEK FOR EACH POSITION LISTED.
