    Duties Description Reporting directly to the Deputy Commissioner of External and Legislative Affairs, the Legislative Coordinator duties include, but are not limited to: • Manage the Division of Human Rights legislative program.• Analyze and interpret legal questions that arise in connection with the activities of the Division and the development of the agency’s legislative program.• Plan, study, draft, review, revise and prepare the Agency’s annual Departmental legislative bill submissions.• Identify Division policy and programmatic enhancement opportunities to support the Agency’s annual State of the State proposal submissions. • Prepare briefing materials and draft testimony to support the Commissioner’s appearances at legislative committee meetings, hearings and related events. • Review, analyze and provide appropriate written feedback on the Governor’s proposed Executive Budget, 21/30 Day amendments, legislative response to the Governor’s budget, and final Enacted Budget.• Review and advise leadership of any Federal legislation, rulemaking or budget proposals impacting DHR operations.• Draft agency comments on any Federal legislation, rulemaking or budget proposals impacting DHR operations.• Draft Agency 10-day bill comments to the Governor.• Advise impacted Units on how to properly implement newly enacted legislation.• Build, maintain and strengthen effective working relationships with elected officials, professional and advocacy organization, policy coalitions, and community groups. Serving as primary contact for these stakeholders and identifying issues for escalation.• Serve as a point of contact for legislative staff or legislators with questions regarding the Division of Human Rights operations or policies. • Work with the Deputy Commissioner of Legislative & External Affairs, the Office of Counsel and the Communications Unit to help shape coalition building and outreach strategy to achieve public policy aims and enactment of legislative priorities.• Work with the External Affairs Program to develop opportunities for outreach and education.• Advise on intergovernmental affairs and community relations strategy.• Support the drafting the annual report and any other reports to the legislature or public.• Supervise Legislative Affairs staff and oversee staff supporting agency legislative engagements; • Perform any additional tasks as needs arise.

     

    Minimum Qualifications Bachelor’s degree and 5 years of relevant experience.*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
