Duties Description The New York State Division of Human Rights is dedicated to eliminating discrimination, remedying injustice, and promoting equal opportunity, access, and dignity. Our vision is a New York free of discrimination where everyone can fulfill their potential and participate fully in the life of the state.Reporting to the Chief Belonging Officer, the DEIA Program Manager will help develop and lead the implementation of strategies to foster belonging through the principles of diversity, equity, inclusion and accessibility across the Division and externally. The new Diversity, Equity, Inclusion and Accessibility (DEIA) Office will lead the work to create a welcoming, inclusive and equitable environment for all staff and the public interacting with the Division. Specific responsibilities include:• Coordinates day-to-day operations to implement the agency’s diversity, equity, inclusion, and accessibility initiatives, in line with workplan as well as federal and State laws.• Helps hire, onboard and coach other members of the DEIA Office.• Makes recommendations to Chief Belonging Officer to embed diversity, equity, inclusion, and accessibility framework into the Divisions policies and protocols.• Liaises with other agency units to communicate goals and objectives, advice on recommended actions or high priority matters, and to obtain feedback to inform programmatic planning. • Meets with relevant external stakeholders to exchange information on agency diversity, equity, inclusion, and accessibility policies, procedures, and practices. • Oversees creation and optimization of systems to monitor agency’s diversity, equity, inclusion, and accessibility data, including DEIA Office’s projects and metrics, in collaboration with other agency units.• Serves as the designated Agency Language Access Coordinator, working closely with the NYS Office of Language Access to ensure compliance with the requirements of the law.• Attends DEIA events, gives presentations and participates in committees and related occasions as needed. • Guides the team in the development of relevant diversity, equity, inclusion, and accessibility programming and professional development opportunities to enhance cultural awareness among staff, as well as the provision on culturally and linguistically responsive services to the public, in collaboration with other agency units (for example, cultural observance events and messaging, workgroups, conscious and unconscious bias training, etc.).• Supervises DEIA Development Coordinator and DEIA Experience Specialist.• Fills in for Chief Belonging Officer, in their absence.
Minimum Qualifications NON-COMPETITIVE QUALIFICATIONS:Seven years of the experience* in equal opportunity, diversity and inclusion, or human rights.; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
