The *Central Services Division* (CSD) team works in partnership with agency divisions providing coaching on human resource policies and procedures, financial management and adherence to fiscal responsibility. We value and respect our fellow team members across the Montana Department of Justice. *Position Overview:* The Montana Department of Justice is seeking an experienced and dynamic Emergency Communication Program Manager to serve as the Administrative Manager for the Montana Emergency Communications System. This position is critical in overseeing the development, implementation, and ongoing operation of the state’s communications infrastructure, including NG911 networks, microwave systems, and land mobile radio systems. The Program Manager ensures compliance with technical standards, manages operational activities, and supervises a team of 5 full-time employees. The ideal candidate will bring a mix of strong technical expertise, leadership, program oversight, and the ability to build and maintain effective partnerships across various agencies and stakeholders. *Key Responsibilities:* * Serve as the administrative manager for the DOJ Emergency Communications System. * Assist with program budgeting, policy development, resource allocation, and personnel management. * Plan, develop, and manage system upgrades and program improvements. * Supervise and support a team of 5 FTE employees, including performance management and employee development. * Coordinate with internal and external partners, including community members and stakeholders, to assess needs and improve services. * Plan and lead outreach activities to raise awareness and support program goals. * Monitor compliance with relevant guidelines, laws, and regulations. * Prepare and present technical reports and documentation. * Provide training or technical assistance to partners as needed. * Investigate complaints or suspected violations related to program operations. * Recognize budget constraints and seek efficiencies through innovation *Knowledge, Skills & Abilities* * In-depth knowledge of the administration of communications systems. * Technical understanding of construction practices including structural, mechanical, and electrical systems. * Knowledge of strategic planning, program administration, project management, and contract oversight. * Familiarity with state and federal funding processes and fiscal management. * Strong negotiation and conflict resolution skills. * Advanced verbal and written communication skills with the ability to present to technical and non-technical audiences. * Ability to manage multiple projects and priorities with minimal supervision. * Skilled in problem-solving, decision-making, and maintaining relationships with diverse stakeholders. * Ability to interpret and apply complex technical standards and legal requirements. * Competent in software applications and communications engineering technologies. * Work closely with emergency communications technical staff. *Minimum Qualifications:* *Program Manager:* * **Master’s degree in public administration, business, or a specified field of expertise relevant to the program. * Five years of dedicated job-related experience. * Other combinations of education or experience may be substituted. *Special Instructions*: The selection procedures to be used in evaluating the applicant's qualification may include, but are not limited to, an evaluation of the résumé, a structured interview, performance test, academic transcripts, reference/background checks and fingerprint checks.
