    Position Objective:

    To ensure the integrity and safety of railroad track operations by maintaining strict compliance with MW4 regulations and Continuous Welded Rail (CWR) policies. This role is responsible for overseeing safety initiatives, promoting a culture of safety, and driving continuous improvement in operational efficiencies within the track maintenance department. They will also lead the planning of maintenance work, thus optimizing track outages, optimizing resource allocation , and minimizing disruptions to ensure safe, efficient, and compliant railroad operations. Through effective leadership and proactive management, the Railroad Manager plays a critical role in enhancing the performance and safety of the rail network while fostering a highly skilled and efficient team.

    Responsibilities:

    Track Compliance and Regulatory Oversight:

    + Ensure strict adherence to MW4 regulations and CWR policy across the department.

    + Conduct regular audits and inspections to monitor compliance with federal, state, and company standards.

    + Work closely with regulatory bodies to stay updated on changes to MW4 regulations and ensure timely implementation of any changes in compliance protocols.

    Safety Initiatives:

    + Foster safety initiatives within the track maintenance department, ensuring a culture of safety in all aspects of work .

    + Ensure that all safety standards and practices are adhered to during track inspections, maintenance, and outages.

    + Investigate any accidents or near-misses to determine root causes and implement corrective actions.

    Planning and Managing Outages:

    + Coordinate outage schedules with other departments to optimize resource allocation and avoid operational conflicts.

    + Foster cross-departmental communication and provide leadership.

    + Continuously evaluate outage processes and implement improvements to reduce downtime and increase efficiency.

    Effi ciency Improvement and Resource Management:

    + Identify opportunities for increased efficiencies within track maintenance processes and department operations.

    + Implement best practices and lead initiatives to improve the department’s operational performance and reduce costs.

    + Work closely with field supervisors to ensure the timely and effective use of resources, including manpower, tools, and equipment.

    Team Leadership and Development:

    + Advise and mentor a team of track maintenance supervisors and field staff.

    + Ensure continuous training and professional development of team members to foster a skilled and knowledgeable workforce.

    + Provide regular updates to senior management on compliance status, safety performance, and efficiency improvements.

    + Maintain clear communication with other departments, including operations and engineering, to ensure alignment on track maintenance priorities.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

    + Strong oral and written communication skills.

    + Strong working knowledge of Microsoft Office and / or comparable applications.

    + Strong knowledge of track structure and special track work, including inspection of track.

    + Must be able to recommend improvements or replacements to better support the track engineering systems.

    + Strong Knowledge of inspection requirement along Metro-North’s right-of-way.

    + Knowledge of FRA regulations and AREMA practices.

    + Ability to analyze complex situations and make quick and effective decisions based on that analysis.

    + Strong leadership skills with the ability to foster teamwork and direct interaction of work force.

    + Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program to promote a safe work environment.

    + Strong knowledge of safety rules and regulations to promote a safe work environment.

    + Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

    + Must be able to work outside of normal working hours as needed to support maintenance and construction projects.

    + 24-hour, 7-day availability required.

    The following is/are preferred:

    + Familiarity with Metro-North Railroad policies and procedures.

    + Familiarity with Metro-North’s collective bargaining agreements.

    Required Education and Experience:

    + Minimum of seven (7) years of experience in railroad and/or transportation operations, including at least one (1) year of conducting or overseeing track inspections.

    + Minimum of five (5) years of experience managing professional staff and/or projects.

    + Demonstrate thorough knowledge of the requirements in CFR Part 213 & 214.

    + Experience auditing compliance with respect to Part 213 requirements strongly preferred.

     

    Other Information

     

    This position is safety-sensitive and subject to toxicological testing.

     

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

     

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers, or within 180 days of hire or transfer for an employee entering an authorized driving position.
