Job Description:
Position Purpose:Manage human resources functions related to employment of union and non-union staff (450+) that involve the planning, implementation and day-to-day operations of the Facilities & Campus Operations (F&CO) Human Resources department. These include recruitment, management of personnel actions and record keeping for hires, terminations, leaves of absence, promotions, transfers, coordination of training, performance management, succession planning, and compensation analysis among others. Provides guidance to staff regarding policy and collective bargaining agreement and works with the Director on labor matters, such as grievance procedures. Using a variety of media, assist with the communication of policies, procedures, labor contract, diversity and inclusion action plans, and other departmental and university regulatory updates. Assist with the planning, scheduling and implementation of department activities such as onboarding and offboarding, training opportunities and recognition programs among others. Fosters practices that produce enhanced productivity and effective work environment and partners with the HR Director to ensure that the execution of human resources activities, services and guidance are consistent with, and supportive of, established university human resources vision, mission and plans. The position works closely with Facilities Management sub-departments and University Human Resources (UHR – Recruitment, Compensation, Employment and Labor Relations, Leave Administration), as well as the Office of Institutional Equity and Diversity. Maintain exceptionally high degrees of confidentiality and customer service and able to foster an environment of continuous improvement through the practice of the Facilities Management core values. Perform other related functions as needed.
1- Major Responsibility: Management of Human Resources functions for F&CO 40%
Supporting Actions:
Manage human resources functions related to the lifecycle of an employee to include recruitment, management of personnel actions and record keeping for processes related to staffing (new hires, transfers, promotions, etc.), changes in employee status, professional development, leaves of absence, succession planning, and compensation analysis, among other functions. Provide support to hiring managers in the interpretation of policy, procedures and contractual obligations. Manage the F&CO talent acquisition processes by consulting with UHR and supporting hiring managers, observing trends in higher education and developing best practices to attract and retain talent that meets F&CO needs while preserving consistency with University-wide protocols. Utilize the University systems of record, variety of reports, and spreadsheets to deliver and maintain accurate and timely data. Collaborate with the HR Director with workforce planning and routine position reviews by conducting reviews and making recommendations for classifications and organizational structures for the department/school that meet the current and future needs of the department. This position is expected to maintain exceptionally high degrees of confidentiality and customer service and able to foster an environment of continuous improvement. The position serves as a first point of contact and it is designated as HR Business Partner role in Workday.
2- Major Responsibility: Guidance to staff on Employment and Labor Relations functions for Facilities Management 40% Supporting Actions: Work with HR Director to effectively resolve a wide-range of workplace issues, effectively assess the situation and recommend appropriate resolution according to policies and practices. Assist the Director with monitoring labor relations and employee relations to avoid potential grievances and/or bring about timely and appropriate resolution of issues. Provide input and advice regarding written disciplinary actions and grievance decisions. Collaborate with the Director in preparation for proceeding such as grievances, arbitrations, and contract negotiations by scheduling meetings, taking notes, and conducting research. Draft grievance decisions. Prepare reports and documentation and maintains records accordingly. Keep the HR Director appraised of any matters that may be escalated. Guide hiring managers in the administration of performance management to include, probationary period, performance improvement plans and other evaluation processes, by communicating, distributing and updating and maintain records in accordance with the contractual, departmental and University policies and procedures. Ensure personnel records, including job descriptions, are accurate and up-to-date.
3- Major Responsibility: Special and other on-going projects 20%
Supporting Actions:
+ Professional Development:
+ Collaborate with ad-hoc, on-going and annual initiatives related to the design, implementation, and evaluation of training programs, to ensure F&CO is able to meet its mission and strategic goals.
+ Develop communication, materials, and meeting agendas.
+ Maintain records.
+ Work with various departments in F&CO and UHR on training requirements, recommended frequency, and assessment to ensure they are aligned with goals, mission and values.
+ Departmental budget:
+ Provide high-level budget and analysis support to the department; position controls; reclassify jobs as necessary.
+ Interpret and analyze HR metrics in order to provide strategic input related to staffing plans, training initiatives, and compliance-related areas.
+ Assist in the maintenance of the F&CO HR website:
+ In collaboration with the HR Director or designee, create, maintain and further develop the F&CO HR website to provide information and resources for employees, supervisors/managers, and Sr. leadership.
+ Works collaboratively with FM IT, CIS, and other departments involved in the marketing and support of the platform.
+ Salary Increase processes:
+ Support the job audit process by receiving requests, ensuring all materials are completed and submitted timely in accordance with University protocols.
+ Review job audit requests and materials; provide training materials and advice to managers.
+ Coordinate the annual merit process and submits recommendations.
+ Act as a back-up to other HR personnel during peak periods and/or absences.
+ Perform other related duties are required.
Qualifications:
+ Bachelor’s degree with 5-7 years’ human resources experience or equivalent combination of education and experience
+ Experience working with Enterprise Resources Systems, such as Workday, Banner, PeopleSoft or related software
+ Experience working with Applicant Tracking Systems, such as Workday, PeopleAdmin or related software
+ Experience in labor relations
+ Experience in human resources in higher education is preferred
+ Cultural competency and experience working with diverse populations required
+ Exceptional and effective interpersonal skills
+ Strong communication skills (both oral and written) to deal effectively with a diverse population
+ Professional demeanor, and business acumen to deal effectively with sensitive issues
+ Knowledge of employment law as well as best practices in the area of employment, employee relations, and compensation
+ Good writing skills
+ Problem solving and analysis
+ Excellent organizational skills with the ability to handle competing multiple priorities effectively
+ Demonstrated technological skills with MS Office and Google suites required
+ Ability to maintain strict confidentiality
+ Demonstrated ability to support a community of diverse perspectives and cultures in an inclusive environment.
