General Description:
The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk and fleet management, surplus property, and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration unit is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.
The Workforce Policy and Business Operations Director is responsible for coordinating and aligning key activities across functional areas within Human Resources Administration (HRA) to ensure operational efficiency and consistency in the delivery of workforce data controls analysis, metrics reporting, talent management, marketing and communications, policy development, and training. This role provides strategic direction and oversight of cross-functional initiatives that support enterprise workforce goals and internal HRA operations. The Director leads a team that provides centralized support to other HRA units in the areas of training, marketing and communications, and data analysis. Informed by workforce trends and insights, the Director also recommends changes to policies and programmatic actions to improve outcomes and address emerging needs. This position plays a key role in fostering collaboration, streamlining processes, and advancing the agency’s strategic workforce objectives.
Key Responsibilities:
+ Interacts with HRA program staff and management to identify support needs in the areas of workforce data, policy, training, and communications.
+ Recommends changes to policies and programmatic actions to improve outcomes and address emerging trends in the areas of talent management, benefits, recruitment and retention, performance management, and training.
+ Directs workforce data analytics to identify trends, evaluate outcomes, and inform program and policy decisions.
+ Oversees the creation and execution of marketing and communications strategies that support HR initiatives and promote enterprise employer branding.
+ Manages the development and delivery of training programs designed to build HR capacity, leadership skills, and program effectiveness.
+ Provides consultative and technical support to other HRA functional areas to enhance the quality and consistency of services delivered across the enterprise.
+ Monitors and evaluates the effectiveness of workforce policies and recommend changes based on data and operational insights.
+ Supervises a team of professionals responsible for delivering support in training, marketing and communications, and data analysis.
+ Collaborates with internal and external stakeholders, including state agencies and enterprise partners, to drive continuous improvement in workforce programs and services.
+ Stays informed on best practices, industry trends, and regulatory changes that impact public sector workforce management.
+ Works with senior management to develop long-term operational strategies.
+ Assists program areas with the collection, analysis, and/or publication of operational performance metrics.
+ Work closely with HRA management and DOAS Communications to develop program communication strategies that are consistent with the DOAS-HRA strategic vision.
+ Formally document Website requirement changes, obtain approvals, and meet with stakeholders to implement the changes.
+ Oversees the creation of innovative and engaging HR communications campaigns across multiple channels.
This position may require some travel.
Completion of a pre-employment background check is required .
DOAS participates in a hybrid work environment and
Telework is encouraged with some days in the office required.
Minimum Entry Qualifications
Bachelor's degree in operations management, business administration, or a related field which includes six (6) years in a managerial or supervisory role; or ten (10) years of related professional experience which includes six (6) years in a managerial or supervisory role; or six (6) years of experience required at the lower level Sr Mgr 2, Business Ops (GSM013) or position equivalent.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience andcompetencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below. PLEASE CLEARLY INDICATE YOUR KNOWLEDGE OF THESE QUALIFICATIONS ON YOUR RESUME.
• Six years’ experience in human resource management
• Recent experience in specialty area such as data analytics, marketing, training, human resources compliance/law, etc.
• Certification as a Senior Professional in Human Resources (SPHR) or a Professional in Human Resources (PHR) from the Human Resources Certification Institute (HRCI)
• Certification as a Senior Certified Professional in Human Resources (SCP) or a Certified Professional in Human Resources (CP) from the Society of Human Resources Management (SHRM)
• Master’s degree in human resources, public administration, business administration or related field
• Demonstrated project management experience
• Demonstrated experience developing and managing budgets
