    How your work would contribute to our organization and the Twin Cities region:

    The Senior Rail Transit Supervisor is responsible for the daily operation of the Light Rail system. You will respond to and resolve operational problems and coordinate with both internal departments and outside agencies during emergencies. You will monitor and control safety systems, train movement, subordinate performance, and all authorized work on rail property. You will assist with the development of training programs, testing procedures, operating rules, operating procedures, and policies. You will be responsible for utilizing the designated mass messaging platform to inform management and other departments of service disruptions as well as ensuring safe and efficient tactics are utilized to restore service. You will respond to customer complaints and other non-emergency miscellaneous requests.

     

    NOTE: This position is open to current Met Council employees only. This recruitment will create an eligible list to fill additional vacancies for 8 months.

     

    What you would do in this job

     

    + Provides work direction to Rail Supervisors, Train Operators and Systems Employees; authorizes, monitors, and controls all movement on the property.

    + Develops, directs, implements, and controls delay management strategies or other failure recovery techniques during service delays or other unusual situations that may impact on – time performance.

    + Assists with the development and implementation of training programs, rules, procedures and policies.

    + Plan for and implement established plans for special events.

    + Coordinate right of way work with Metro Transit Rail Systems Departments, including Track, Traction Power, Signals, Communications, and LRV Maintenance.

    + Adheres to and monitors compliance and proper application of rules, procedures and regulations by employees, internal departments, outside agencies, and contractors.

    + Performs operational evaluations, compliance testing, and emergency drills.

    + Responds to and resolves incidents that impact rail operations and submit documentation identifying hazards and recommendations to improve operations, investigates all rail accidents, incidents, complaints, emergencies, and medical emergencies.

    + Operates Rail Control Center equipment and other remote equipment to monitor safety systems, and schedule adherence of trains.

    + Monitors 800 MHz radio system for activities of Train Operators, Rail Vehicle Maintenance personnel and other internal departments working within the storage yards and operations facility. Monitor SCADA system alarms and informs maintenance to rectify any problems. Monitor CCTV camera systems and take appropriate action to ensure safe, reliable operation of the transit system.

    + Operates two-way radio system in accordance with Metro Transit established rules, procedures and Federal Communications Commission (FCC) regulations.

    + Monitors and controls traction power systems, tunnel ventilation systems, mainline interlocking and manual crossovers, adjusts service levels and headways as required by operating conditions and passenger loads.

    + Performs troubleshooting on rail vehicle problems to restore service. Operates Light Rail Vehicles in emergency situations when necessary.

    + Performs inspections of stations, trains, mainline operations, yard operations and Right of Way property for unsafe and abnormal conditions.

    + Assists Rail Supervisors, Train Operators and customers when revenue service is impacted; provides assistance and information to customers as required.

    + Assists the Rail Transportation Managers in defining performance measures, goals, and priorities for the Rail Control Center and Field Operations.

    + Assist in the management of staff compliance with policies, rules, procedures, practices, and adherence to labor contracts. Prepares concise reports, compiles information and maintains procedural reference information, and other required documentation.

    + Performs outreach related duties with a variety of outside agencies and groups; including community groups, civic groups, professional organizations, and neighborhood groups.

    What education and experience are required for this job (minimum qualifications)

    Any of the following combinations of increasingly responsible experience in transit, transportation, public safety, military service, or similarly related field including one (1) year of verifiable lead/supervisory experience and completed education in Business Administration, Transportation, or closely related field:

    + High school diploma/GED with eight (8) years of experience, one (1) year must be of verifiable lead/supervisory experience.

    + Associate's degree with six (6) years of experience, one (1) year must be of verifiable lead/supervisory experience.

    + Bachelor’s degree or higher with four (4) years of experience, one (1) year must be of verifiable lead/supervisory experience.

    *Metropolitan Council Employees Only:Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to you application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

     

    Metro Transit Leadership Academy = 1 year

     

    Project Management Development Program (12-month session) = 1 year

     

    Project Management Development Program (6-month session) = 6 months

     

    Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.

     

    + Leading Self-Personal Effectiveness Certificate

    + Leading Self-Communication Certificate

    + Leading Self-Business Skills Certificate

    + Leading Others-Preparing for Supervisor Certificate

    License Requirement:

    + Must have a valid driver's license and an acceptable driving record.

    What your work environment will be:

    Work is performed in a standard office setting and in the field. Requires conducting field inspections and off site duties as required. Position has exposure to working near moving parts, fumes and airborne particles, outdoor weather conditions and vibration. Some positions may require travel between primary work site to other sites. Must be flexible with the ability to work 12-hour shifts.
