    Summary *This is an internal position for Air Force Academy Employees Only* About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Human Resources Office, Air Force Academy, Colorado. This position does include benefits. Responsibilities Serves as full assistant to the Human Resources Director (HRO) and performs a full variety of personnel specialist work related to staffing, affirmative employment, employee relations, classification, personnel data management and labor relations. Consults with union representatives, managers and the judge advocate in handling bargaining issues such as changes to working conditions, grievances and other complex cases. Collaborates with Union to resolve issues at the lowest level possible. Services as NAF labor relations officer in the absences of the HRO. Counsels employees and supervisors on pertinent laws, regulations and policies relative to employee discipline, performance, retirement, grievances and appeals, adverse actions and other similar related matters. Assist in work performance studies conducted on the installations which involve NAF employees. Advises management on appropriate disciplinary or conduct/performance problems over a wide range of issues. Coordinates with Legal office when required. May represent the NAF HRO in unemployment hearings and appeals. Works with the Human Resources Officer in conducting classification/OPF and other audits. Manages the NAF employee security requirements. Serves as the Security Manager for NAF. Overseas background investigation requirements, fingerprints, Installation records checks and State agency checks as required. Conducts training for NAF HR staff. Assists leadership with security questions on child care requirements. Conducts routine audits on security investigations. Contacts OPM to follow up on missing investigations. Works with base installation Information Protection office and the Squadron Security Manager and Security Forces to accomplish all security and base access requirements. May make interim suitability recommendations in absence of HR Director. Researches changes related to NAF HR Personnel Program. Reviews executive orders, State Laws and AF/DoD regulations and policies to data determine how they pertain to Nonappropriated Fund employees. Develops plans and policy guidance to implement organizational programs consistent with higher headquarters' guidelines, legal and regulatory requirements and policies and practices of the HRO. Provides professional human resources management advice and recommendations consistent with the policies and practices of the NAF human resources program to Leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Two years of progressively responsible experience working in an AF NAF Human Resources program is required. That experience must have provided the knowledge and practical understanding of the Air Force Nonappropriated Fund personnel management functions, theories, policies and staffing requirements. Must have knowledge of Labor/Employee relations and NAF benefits. Experience should demonstrate prior work leading and training others. Must have the ability to understand and apply laws, executive orders, regulations, policies pertaining the NAF employment. Must have progressively responsible experience in the NAF personnel data system. Requires knowledge of the investigation and suitability procedure in AF/DoD. Prior experience in AF systems such as eQip, CVS and DISS is desirable. Successful completion of a Tier 3 Investigation will be required. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. Additional Information Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal Affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement. Male applicants born after December 31, 1959 must be registered for Selective Service. Direct deposit is required. Satisfactorily complete an employment verification (E-Verify) check. A probationary period may be required. Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
