Your Specific Responsibilities:

This is a highly professional position that assists with planning, coordinating, monitoring, evaluating, and providing consultative services and technical assistance in the Facility Programs Section on a statewide basis. These services are provided to the Bureau of Environmental Health, other divisions within the department, county health departments, other state and local agencies, industry, and the general public. This position may travel up to 25% percent of the year to provide evaluations, trainings, and to conduct research in the field. This position manages the mobile home/recreational vehicle park and migrant housing programs. In addition, provides program back up assistance in the certified environmental health professionals and other section programs as needed.

Routinely provides interpretations of health and environmental statutes and rules relating to migrant housing, and mobile home and recreational vehicle parks to county health departments, other agencies, professionals, and the general public. Regularly provides statewide technical assistance to all county health departments and the industry regarding "state of the art" technology and proper application of this technology within the confines of environmental and public health standards.

Routinely participates in the development of proposed statewide administrative rules for migrant housing and mobile home park/recreational vehicle programs. Regularly reviews, edits, and promulgates technical manuals and rules which are used by the county health departments in environmental health program administration throughout the state and prepares bill analyses of proposed changes to Florida Statutes. Develops and provides training or educational information regarding migrant housing, mobile home/recreational vehicle parks, and other related environmental health issues to the county health departments, other agencies, the regulated industry, and the general public.

Administers and applies the Program Evaluation Quality Assurance Tool for Facility Programs through review of self-evaluations or travels to perform on site evaluations at the local health department office. Develops, modifies, and uses program evaluation and quality improvement guidelines and standards to evaluate and assess county health department performance to ensure consistency and effectiveness of individual environmental health programs with statutory and department requirements. Provides written reports to specific county health departments with recommendations for implementation of corrective action to provide better and more cost-effective measures to protect Florida's environment and public health.

Regularly reviews edits and promulgates technical pamphlets, and rules which are used by county health departments in environmental health program administration throughout the state, and occasionally conducts bill analyses of proposed changes to Florida statutes. Periodically represents the section at various departmental, professional and civic meetings regarding health and environmental programs and serves as liaison with other state and local agencies regarding work plan commitments. Plans, develops, and implements other program activities not listed elsewhere, such as program business plans and the distribution of allocated program funds to county health departments.

Performs other duties and assignments as requested by the direct supervisor and Environmental Administrator.

Required Knowledge, Skills, and Abilities:

Knowledgeable of basic public health principles and environmental health program codes and statutes, good verbal and written communication skills, the ability to use personal computer, and the ability to interact well with people. Computer/laplop and the Microsoft Office Suite of program. Ability to formulate program policies and procedures. Ability to train inspection and industry personnel. Ability to communicate effectively orally and in writing. Ability to manage and organize workload.

Required:

Maintains compliance with the Departments food protection certification requirements as described in section 381.0101, of the Florida Statutes.
