    Nature of Work

     

    Provides clinical oversight, guidance and supervision to a team of licensed social workers ensuring high-quality, ethical, and evidence-based care through case consultation, training, documentation review, and staff development. Ensures adherence to legal and organization policies, procedures and regulations.

    Environmental Factors:

    Work is performed in a standard office environment, in various community facilities, and in client homes where various hazards may exist. Exposure to all weather and traffic conditions when traveling. Protective clothing is available and may be required.

    Physical Factors:

    Moderately heavy physical requirements, including ability to occasionally move a person weighing up to 200 pounds, carry supplies and equipment weighing up to fifty (50) pounds.

    Work Situation Factors:

    May be exposed to various weather and situational hazards. Various levels of mental application required. Position involves competing demands, performing multiple tasks, working to deadlines, frequent work at night, beyond normal business hours. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy.

    Duties and Responsibilities

     

    + Provides individual and group clinical supervision to social workers ensuring adherence to ethical standards and regulatory guidelines; supports professional development through mentoring, training and performance feedback.

    + Reviews and approves treatment plans, assessments and case documentation to ensure compliance with clinical best practices, policies and procedures.

    + Designs and implements training programs for social workers on clinical skills, policies and interventions; facilitates continuing education opportunities and promotes evidence-based practices.

    + Performs comprehensive assessments of clients in-home and in-field based on client needs; provides mental health screenings, biophysical assessments, and health evaluations; determines treatment plans based on results.

    + Coordinates resources for providers to deliver short-term solution focused therapies to support mental and behavioral health crisis; intervenes to de-escalate situations reducing number of police and ambulance transports.

    + Evaluates and makes determinations regarding client safety, medical needs, transport requirements, and facility care; supports fire and medical personnel to mitigate trauma and de-escalate situations.

    + Advocates for client well-being and refers to appropriate service providers; coordinates services and offers support for clients needing emergency room, treatment facility, or other help; performs consistent follow up to manage case load and ensure service to community members.

    + Coordinates and works with various agencies within the community and participates in meetings with stakeholders to build partnerships and establish and maintain client care; promotes stakeholder engagement and education within the community.

    + Instructs and educates Fire Department staff and other social workers; assists and supports social workers with complex or crisis assignments, offering clinical guidance; identifies, determines, and encourages innovative solutions to problems.

    + Documents and records interactions within the community to provide data for the Community Risk Reduction program and processes; accurately documents assessments within state guidelines and licensing requirements.

    + Tracks and identifies trends in referrals to better understand community requirements and needs; advocates for changes and adjustments to better serve the community.

    + Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.

    + Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.

    + Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.

    + Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.

    + Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.

    + Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

    Minimum Qualifications

    Master’s degree in Social Work, Psychology, Counseling, or a related field PLUS two (2) years of relevant clinical or field experience AND one (1) year of supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

    Licenses/Certifications:

    Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Licensure as a Licensed Clinical Social Worker (LCSW) is required. CPR and First Aid certifications are desirable. Bilingual skills (English/Spanish) are desirable.

     

    Knowledge, Skills, and Abilities

     

    Knowledge of:programs, policies, rules, and regulations pertaining to NM healthcare and social services; case management related to mental and behavioral health crisis interventions; safety rules and regulations; personnel management; HIPAA; short and midterm planning and coordination of resources; assessment practices; Diagnostic and Statistical Manual of Mental disorders; intervention therapies and crisis mitigation; and other community programs and benefits; principles and practices of effective employee supervision; case documentation; Electronic Health Record systems (EHR); current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.

     

    Ability to: de-escalate emergent situations and make in-field assessments; determine necessary interventions, therapies, and referrals; collaborate with other agencies to resolve and handle situations; assess client situations for signs of abuse or self-neglect; oversee, support, and counsel other personnel providing insight and direction; maintain accurate records and confidentiality information; plan, assign and supervise the work of assigned staff; perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
