Description of Job
The Work Unit
The remediation program implements the Natural Resource Damage Assessment Program on behalf of the CDPHE as one of the three Colorado Natural Resource Trustees. The purpose of this program is to assess injuries to the state's natural resources under CERCLA and Oil Pollution Act, collaborate with the Department of Natural Resources (DNR) and the Attorney General (AG) to obtain settlements for damages resulting from natural resource injuries, develop restoration plans, review restoration proposals, develop and monitor contracts for funding approved restoration activities and projects. Additionally, the remediation program includes work to protect human health and the environment through the evaluation of potential or confirmed releases of hazardous substances and remediation of sites under federal or state authority. The work units seek and foster public involvement in selecting and implementing remedial actions which are: protective of human health and the environment; consistent with federal and state laws and policies; and technically sound, cost effective, and timely. Projects in this work unit progress through: discovery; site assessment; selection of appropriate response action framework (e.g., CERCLA, Brownfields, Voluntary Cleanup); remedial investigation; alternatives analysis; decision documentation; remedial design; remedial action; and operation and maintenance.
What You Will Be Doing
As the natural resource damage project manager, this position is responsible for reviewing spill reports, collaborating with the other state trustee staff from the department of natural resources (DNR) and the Attorney General’s office (AGO) to investigate releases of hazardous substances and petroleum products that injured the state natural resources. This position will be responsible for developing restoration plans and solicitations for restoration projects. This position will be responsible for all contract responsibilities for restoration projects. This position will be responsible for supporting the remediation program at community meetings and engaging with the public, individuals, and local, state, and federal agencies. This involves reporting to the CDPHE natural resource damage trustee representative, traveling independently to sites, and may include conducting field oversight. As the HMWMD quality assurance officer (QAO), this position will be responsible for oversight and management of the Divisions Quality Management Plan and the remediation program Quality Assurance Project Plan (QAPP), and review of site specific QAPPs. These responsibilities will include working with other Divisions and the Department lead on the development of the quality management plan (QMP). This position will also be responsible for evaluating analytical data and performing data quality reviews and validation, including laboratory protocols, methodologies, instrumentation and quality assurance/quality control procedures to assure adequate data quality of analytical results. As a general project manager, this position will provide support to the remediation program related to state technical reviews, participation and management on assigned CERCLA and Brownfields sites and Voluntary Cleanup projects. The position ensures that the remedial actions meet the state's legal and policy requirements, considers and addresses public input, facilitates and fosters agreement between other agencies with jurisdiction, ensures remedial actions are protective of human health and the environment, technically sound, cost effective, and timely. This involves traveling independently to sites and conducting field oversight of cleanup activities to ensure the work is being implemented in accordance with plans, specifications and state requirements.

In order to be included in the applicant pool you must meet one of the following conditions:
Six (6) years of professional experience in environmental project management, preferably in remediation, Superfund or similar program, experience in developing, implementing, or auditing Quality Assurance/Quality Control (QA/QC) plans for environmental data collection, sampling and laboratory analysis, administering and overseeing contracts, including request for proposal development, statements of work, and closeouts.
OR
Graduation from an accredited college or university with a bachelor’s degree in environmental science, chemistry, environmental engineering, geology, or a closely related field of study.
AND
Two (2) years of work experiencein environmental project management, preferably in remediation, Superfund or similar program, experience in developing, implementing, or auditing Quality Assurance/Quality Control (QA/QC) plans for environmental data collection, sampling and laboratory analysis, administering and overseeing contracts, including request for proposal development, statements of work, and closeouts.
Substitutions
+ Professional level experience gathering, analyzing, and interpreting analytical data for environmental cleanups; and
+ Professional level experience providing technical oversight of the characterization and remedy selection for soil and groundwater cleanups, which provided the same kind, amount, and level of knowledge acquired in the required education may substitute for the degree on a year-for-year basis, and
+ Additional education from an accredited college or university inin environmental project management, preferably in remediation, Superfund or similar program, experience in developing, implementing, or auditing Quality Assurance/Quality Control (QA/QC) plans for environmental data collection, sampling and laboratory analysis, administering and overseeing contracts, including request for proposal development, statements of work, and closeouts. , or a related field may substitute for the professional experience on a year-for-year basis.

Conditions of Employment:
+ Must maintain ability and willingness to independently travel approximately 10% of the time to conduct site visits of contracted agencies and/or attending conferences/training. This travel occurs mainly within Colorado and potentially outside of Colorado for conferences/trainings and may require overnight stays.

Preferred Qualifications and Essential Competencies:
The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
+ Knowledge of federal and state statutes and regulations related to environmental remediation, specifically, the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
+ Demonstrated knowledge of EPA QA guidance, QMP/QAPP development, and analytical chemistry principles.
+ Certification or coursework in quality assurance management or environmental data validation.
+ Familiarity with federal and state regulations governing Superfund.
+ Relevant years of State service shall be considered.
+ Knowledge of federal and state statutes and regulations related to natural resource damages under CERLA and the Oil Pollution Act.
+ Experience conducting technical reviews and/or inspections.
+ Strong analytical and organizational skills, with keen attention to details
+ Knowledge and experience writing technical reports and providing recommendations.
+ Experience providing compliance assistance
