Summary This position is located in the Office of the Inspector General. The position description number is 464313. The salary range reflects the locality pay adjustment for the Wash, DC, Metro area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person selected under this vacancy announcement. The selectee must be able to obtain and maintain a Top Secret Security Clearance. Responsibilities Serves as an agency technical expert for a wide variety of broad information technology (IT) systems. Reviews current and ongoing agency IT operations via various engagements (e.g., audits, inspections & evaluations, and other reviews) that address a broad range of different kinds of IT-related topics (e.g., application controls, data integrity, system development life cycle, acquisitions, and information systems management). Conducts comprehensive, cradle-to-grave engagements of agency IT systems and programs that potentially involve Library grantees and contractors. Performs risk analyses to identify agency IT-related risks. Monitors and conducts research on emerging IT trends. Establishes and maintains relationships with other federal government IT experts to develop and maintain a broad knowledge of IT risks and emerging IT trends relevant to the agency. Maintains awareness of Library IT initiatives and roadmaps. Uses engagement results and knowledge of agency IT risks and emerging IT trends to guide the planning of future engagements. Through the engagements, advises top agency management and promotes economy and efficiency of the agency's IT programs and operations in support of its mission. Identifies system weaknesses, produces findings that have a significant impact on Library IT planning and operations, and recommends steps to mitigate identified weaknesses. Proposes a wide range of short, medium, and long-range IT engagements on various IT-related topics to the Inspector General (IG) and Assistant Inspector General for Audits (AIGA). Under the supervision of the AIGA, the employee develops engagement plans to include objectives, methodologies, and schedules and determines the resources needed to complete the engagement effectively and efficiently. Planning activities are of high quality based on whether proposed engagements prioritize higher risk areas, have well-reasoned objectives, incorporate suitable methodologies in fulfillment of the objectives, and include timelines that reflect efficient performance of planned activities. Advises the IG and AIGA on progress made during engagements and on any new planning needs during engagements, such as in response to unexpected developments. Prepares and leads verbal communications that regularly involve complex audit findings, sensitive information, or potentially controversial issues related to Library policies, programs, and functions. Develops and leads the communication of engagements and their individual parts (e.g., findings, conclusions, recommendations, scope and methodologies, etc.) to the Library and Congress that are critical to the Library’s annual and long-range planning and influence Library policy and legislative proposals. Establishes and maintains working relationships with organizations being audited, ensuring effective communication, understanding of procedures and requirements and maximizing cooperation during audits. Oversees, leads, or provides final briefings and presentations of results of audits, defending recommendations and providing information and requirements for implementation and possible audit follow up and evaluation. Socializes potential issues and findings with Library management. Utilizes a high level of expertise to write and/or edit information on important, complex, wide-ranging policies, functions, and topics with a broad impact on the direction of agency programs, such as writing reports on agency programs to be presented to Congress. Authors or edits objective, persuasive, creatively written products which have high ease of readability and user-friendliness, intended to engender changes in program operations. Written communication includes, but is not limited to, audit documentation, working papers, official memoranda, and public or non-public reports. Designated and authorized in writing by the Contracting Officer (CO) to perform specific technical or administrative functions under a contract, such as monitoring performance, evaluating work as it progresses, exercising technical direction within the scope of the contract, inspecting and accepting completed work, assisting the CO with the contractor’s performance evaluations, and maintaining contract workpapers in line with requirements. Observes, documents, and communicates contractor performance to both the agency CO and contractor. Ensures that none of the functions performed by contractor staff are inherently governmental in nature. Maintains appropriate Federal Acquisition Certification. Ensures COR files are current, accurate, and complete and submitted to the CO for disposition. Develops purchase requests and assists in source selection. Ensures that requirements for orders, changes, and follow-on procurements are completed and timely submitted. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to provide information technology auditing.** Ability to apply government auditing standards to financial and performance audits.** Ability to write and edit reports.** Knowledge of contract preparation and contractor monitoring policies and procedures. Ability to serve as a liaison, maintain effective working relationships, and present information orally. Ability to communicate effectively other than in writing. Education BASIC REQUIREMENTS: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
