    Summary You will serve as a FINANCIAL MANAGEMENT ANALYST of ASN. Responsibilities You will generate, recommend, and implement new and revised financial management concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs. You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures. You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action. Requirements Conditions of Employment Qualifications GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead the formulation, justification, and execution across programs, ensuring strategic alignment with agency priorities. Develop budget policies, prescribing requirements for data collection, and overseeing budget review processes to enhance efficiency and transparency. Advise agency leadership, providing authoritative guidance on budgetary matters, and ensuring compliance with congressional and executive directives. Lead engagement with OSD/OMB, defend budgetary recommendations at the highest levels, and prepare budget appeals to address Program/Budget Decisions (PBDs), Program Decision Memoranda (PDMs), and Congressional markups. GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyze, evaluate, and coordinate budget estimates for military construction (such as MILCON, MILCON Reserve, Family Housing, BRAC), Other Procurement and Research, Development, Test & Evaluation Navy (RDT&E) programs. Develop budget guidance, ensuring compliance with DoD, SECNAV, and OMB directives, and advising Budget Submitting Offices (BSOs) and other stakeholders. Review and interpret budget submissions, ensuring alignment with congressional intent, and command policies. Prepare issue papers, reconcile budget adjustments, and defend recommendations at Program/Budget Coordination Group (PBCG) meetings.
