    The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.

     

    All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

    Summary

    The Equal Employment Opportunity/Grievance Officer is responsible for ensuring non- discriminatory employee hiring and promotion practices and assisting in the resolution of grievances. This position is governed by state and federal laws and agency/institution policy.

     

    Functions

     

    Researches current workforce availability and determines employment status of protected classes to detect areas of under-utilization and reports trends to proper authority. Oversees the current affirmative action programs to ensure compliance with the state's policies on equal employment opportunity and employee reporting requirements. Prepares monthly and quarterly reports detailing workforce utilization and recommending immediate action needed to parallel local labor markets. Researches discrimination complaints and proposes recommendations for resolution. Reviews all hiring decisions to ensure non-discrimination, notifies supervisor of possible discriminatory practices, and takes corrective action. Trains agency grievance officers, assigns grievant to grievance officer, and reviews documentation of grievance to assure compliance with state grievance procedure. Investigates employee complaints to determine if matter is grievable and maintains grievance files. Reviews proposed policy changes to determine possibility of disparate impact to protected classes. Collaborates with management to develop diversity recruiting and retention initiatives. Provides technical assistance to employees by interpreting and explaining agency policy and procedure and counseling as needed. Orients new employees to State of Arkansas employee grievance procedure. Performs other duties as assigned.

    Knowledge, Skills and Abilities

     

    Knowledge of employee training procedures and techniques. Knowledge of the principles and practices of personnel management. Knowledge of state and federal laws and regulations governing Equal Employment Opportunities policies and procedures. Ability to train employees concerning the handling of grievance procedures. Ability to understand, interpret, and apply state and federal laws governing Equal Employment Opportunities rules and regulations. Ability to research, analyze, and evaluate information and prepare narrative reports. Ability to provide technical assistance concerning Equal Employment Opportunity and agency policy and procedures.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in personnel management, public administration, social science, or a related field; plus two years of experience in the handling of Equal Employment Opportunities complaints, investigations, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
