Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the BUREAU OF NAVAL PERSONNEL (BUPERS) DIVISION of BUREAU OF NAVAL PERSONNEL. Responsibilities You will develop and administer the labor-management, and employee relations management programs to ensure BUPERS programs are in compliance with federal regulations and guideline. You will supervise the work of subordinates; establish goals and adjust priorities to meet deadlines by exercising administrative and technical supervision over assigned personnel. You will prepare written comprehensive reports, responses and analysis regarding assigned programs. You will manage the proper processing of employee appeals, complaints, and grievances. You will negotiate and draft collective bargaining agreements with labor organizations. You will provide significant written and oral briefs on status and plan for various program goals, objectives and projects. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing a Labor Relations program including developing appropriate labor relations strategies, policies, and collective bargaining proposals consistent with Federal labor relations laws and regulations, 2) developing, implementing, and training of labor and employee relations programs, 3) managing workforce needs including employee discipline, adverse actions, administrative and negotiated grievances, appeal, complaints, or counseling, 4) preparing written reports, responses, and analysis regarding assigned programs, 5) supervising subordinates to establish goals and adjust priorities to meet deadlines.
