Responsibilities:
GENERAL PURPOSE
Purchases goods and services in a timely and cost effective manner for the University. Reviews, initiates, modifies and manages purchase orders and contracts for a specific product area or administrative unit. Negotiates with vendors on price and delivery, limitation of liability, licensing agreements and the general legal terms and conditions of the business transaction. Commits University funds and ensures contractual compliance.
ESSENTIAL FUNCTIONS
+ Identifies vendors, establishes contact, requests technical or performance specifications, and obtains product information regarding availability, lead times, terms, conditions, liability, price, terms of payment, warranty, and follow-up servicing.
+ Reviews requisitions for proper authorization, accurate account numbers, completion of description of product or service, delivery destination and schedule, and other terms and conditions. Generates purchase orders and contracts, including standing orders, blanket orders, and leases, modifying standard language to suit the particulars of non-routine orders.
+ Conducts negotiations with vendors on final terms, conditions, and prices.
+ Promotes purchasing services to the University community. Assists and instructs users on the general purchasing process and the proper procedures to follow for the different product areas. Communicates direct and indirect savings through the use of alternate purchasing practices or products.
+ Ensures competitive pricing and service by developing Requests for Quotations and reviewing and evaluating responses.
+ May supervise a small staff providing administrative support and assisting with purchasing function.
+ May plan, organize, schedule, and implement procedures for internal purchasing system. Provides guidance and training on procedural changes and acts as a liaison in communicating system modifications to other University departments.
+ Establishes and maintains effective professional relationships with vendors. Works with vendors to learn product lines, updated pricing information, keep abreast of new products, and resolve problems.
+ Conducts or participates in departmental user or divisional meetings and may chair bid review committees. May serve on University and community committees and participate in professional associations. May represent the University in user groups, trade fairs, and buying consortia.

MINIMUM EDUCATION & EXPERIENCE
+ Bachelor's degree and 3 years of purchasing experience required
+ Or equivalent combination of education and experience
+ 2 years of experience as a Buyer preferred
