Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.
As the **Principal Software Engineer** for the **Chenega Agile Realtime Solutions (CARS)** , this role leads the architecture, development, and delivery of innovative, secure, and scalable health-focused mobile applications for military personnel and beneficiaries. This role combines deep technical expertise in mobile software development, digital signal processing, secure communications, and biosensor data integration with hands-on project and process management in a high-stakes federal healthcare IT environment.
Responsibilities
+ Design and maintained core mobile app architectures and SDKs conforming to DHA security and compliance standards.
+ Successfully managed and delivered software development projects, providing end-to-end oversight from conception to deployment.
+ Develop a team of software engineers, ensuring the implementation of best practices, scalable design patterns, and Agile development workflows.
+ Spearheaded the creation of cross-platform mobile solutions (Android, iOS, PWAs), delivering robust and user-centric healthcare applications used across the Military Health System.
+ Develop FIPS 140-2 compliant encryption libraries for Android and iOS, approved by the DHA for all mobile security implementations.
+ Architect and implemented the Generic Sensor Processing and Networking (GSPAN) architecture for ingesting real-time bio-sensor data, supporting wearable health technologies.
+ Create custom algorithms for Heart Rate and Heart Rate Variability analysis using digital signal processing techniques (IIR, DFFT, etc.) to detect physiological stress indicators.
+ Design and refine the software development lifecycle (SDLC) processes that have been institutionalized across the DHA Web and Mobile team.
+ Develop interfaces for multiple sensor communication protocols, ensuring system interoperability and data integrity.
+ Other duties as assigned.
Qualifications
+ Bachelor’s degree in a relevant field (preferred).
+ 10+ years of professional software development experience, with at least 5+ years in a senior or principal engineering role.
+ Experience in healthcare IT for civilian agencies (HHS, CMS, NIH, VA, or state health agencies) or DoD healthcare IT (DHA, MHS GENESIS) is highly preferred.
+ Experience (Android and iOS), including familiarity with PWA standards and native development frameworks.
+ Experience designing and implementing Software Development Kits (SDKs) or shared architecture components.
+ Background check required.
Knowledge, Skills, and Abilities:
+ Ability to obtain Public Trust Clearance.
+ Strong background in secure coding practices and implementation of encryption standards, particularly FIPS 140-2 compliance.
+ Strong English communication skills, both verbal and written, are required for effective collaboration with team members and external stakeholders
+ Experience in software testing, including experience in the Agile/Scrum development lifecycle is preferred
+ Strong knowledge of software testing techniques & technologies including Smoke/unit/regression, Integration Testing, Test Driven Development (TDD), Automated testing
+ Basic Knowledge of Automation testing
+ Mid-Level understanding of coding technologies: HTML, CSS and java
+ Experience with Selenium or another automated test suite is preferred.
+ Ability to write and execute acceptance tests and test cases.
+ Ability to write and execute automated test scripts to support an automation script library
+ Android and iOS apps testing experience highly desired
+ Strong understanding of mobile and web technologies
+ Experience using Issue, Test and Project tracking Software such as JIRA, Confluence, and Zephyr
+ Solid test planning skills, with a strong appreciation for the need to provide well-documented test strategies, procedures, and results.
+ Excellent communication and interpersonal skills
+ Ability to work independently and yet be effective within a team setting.
+ Must be capable of managing multiple efforts with time related constraints in a fast-paced contracting environment.
+ Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.
+ Excellent skills in Microsoft Word, Excel, and other Office applications.
+ Good problem-solving skills: ability to visualize a problem/situation and think abstractly to solve it.
