    Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

     

    Chenega Agile Real-Time Solutions (CARS) is seeking a motivated and experienced **Deputy Program Manager** to support the Defense Health Agency (DHA) on a high-visibility Web & Mobile Technology contract. This position is ideal for a seasoned Program Manager and UX/UI Design Lead with a deep understanding of the Department of Defense (DoD) environment, proven leadership in Agile development, and a strong foundation in user-centered design, stakeholder engagement, and team supervision.

    Responsibilities

    + Support the Program Manager in day-to-day operations and strategic oversight of DHA web and mobile initiatives.

    + Lead and coordinate multidisciplinary Agile teams focused on delivering high-impact digital solutions across the DHA enterprise.

    + Maintain strong, collaborative relationships with DHA stakeholders, ensuring program objectives align with mission needs.

    + Facilitate cross-functional communication between government sponsors, prime contractor leadership, and technical teams.

    + Monitor and ensure project adherence to Agile/Scrum best practices and Software Development Life Cycle (SDLC) principles.

    + Leverage UX/UI expertise to guide user-centric design strategies and ensure solutions meet usability, accessibility, and performance standards.

    + Use web analytics and data-driven insights to support decision-making and continuous improvement.

    + Assist in managing project budgets, schedules, resource allocation, and performance metrics to drive on-time, within-budget delivery.

    + Identify and mitigate risks across projects, applying proactive change management and stakeholder communication.

    + Supervise and mentor team members, fostering a culture of collaboration, ownership, and innovation.

    + Provide detailed project updates and reporting to senior leadership and contract stakeholders.

    + Other duties as assigned.

    Qualifications

    + Bachelor's degree in a relevant field (preferred).

    + 10 years of relevant experience.

    + Experience in DoD Healthcare IT (preferred).

    + Understanding of the Software Development Life Cycle

    + Project Management Professional (PMP) certification (preferred).

    + Certified Scrum Master or Certified Scrum Product Owner certification (preferred).

    + ITIL 4 Certification (preferred).

    + Background check required

    + Ability to obtain Public Trust

    + Deep understanding of project management methodologies and best practices.

    + Proven leadership skills with the ability to motivate and manage cross-functional teams.

    + Excellent communication and interpersonal skills.

    + Ability to work independently and yet be effective within a team setting

    + Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment

    + Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals

    + Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.

    + Excellent skills in Microsoft Word, Excel, and other Office applications

    + Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.

    + Ability to provide technical assistance and support over the phone, good phone skills, professional demeanor, and previous customer service experience strongly desired.

    + Good problem-solving skills with the ability to visualize a problem/situation and think abstractly to solve it
