    In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

    The DCYF Grants and Contracts Supervisor will perform, lead, and manage contract coordinators and grants specialists. In this position you will be responsible to:

     

    + Administer, direct and coordinate the staff work within the Administration Section of the Office of Grants and Contracts (OCG), as assigned by the Grants and Contracts Director.

    + Manage, monitor, mentor, train, motivate, and support unit staff to ensure the unit has adequate, qualified staff to allow the Administration Section of the Office of Grants and Contracts to implement Department goals, objectives and priorities.

    + Provide direction to the Administration Section to ensure the Department's needs are met for technical assistance on procedures governing the State of Minnesota and DCYF contracting methods and ensure that the Department's contracts are processed in a timely manner, consistent with state and federal law, state policies, and DCYF policies.

    + Participate in strategic and operational planning and implementation of new initiatives including legislation, rule development, and other projects vital to the success of the OGC as assigned by Director.

    + Assist the Director to oversee the development and implementation of systems, policies and procedures, protocols, and forms to ensure grants and contracts functions align with the unit’s mission.

    + Manage the execution of Department's contracts and related documents for Agency initiatives assuring compliance with state and federal laws, statewide policies, and DCYF policies.

    Minimum Qualifications

    Demonstrated leadership experience. Leadership experience can include:

     

    Experience as a supervisor, lead worker, team lead, project lead;

     

    Completion of a State of Minnesota leadership program (e.g. ELI, L4);

     

    A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - Experience must include:

    + 1+ year of experience identifying issues, goals, and strategic actions.

    + 100+ hours per year time commitment.

    AND

    Four (4) years specialized experience working with grants, contracts and/or RFPs.

     

    + Experience must also include:

    + Understanding of project management or continuous improvement skills to track and produce desired outcomes.

    + Contract management principles and practices.

    + Practical understanding of contract roles and relationships of county, tribal, state, and federal government.

    + Knowledge of human services programs

    + Skills in Microsoft Office Suite including Word, Excel, Access, PowerPoint, Visio, and SharePoint.

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Strong writing skills.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.

    + Manage and direct the execution of work plans and processes, anticipate and address problems, evaluate program and system results, and execute appropriate follow-up.

    + Bachelor’s Degree or higher in Human Services, Social Work, Journalism, or another related field.
