    _***This position is eligible for telework to applicants who reside in Minnesota or a bordering State (Iowa, North Dakota, South Dakota, Wisconsin).     _As Chief General Counsel (GC) for the Department of Human Services (DHS), you will be responsible for the strategic vision, goal development and implementation of strategies to effectively integrate the Department’s legal and equal opportunity and access functions to achieve the Department’s objectives. The GC leads the General Counsel’s Office (GCO), overseas the Equal Access and Opportunity Division (EOAD) and provides oversight, direction, and coordination of all of the Department’s legal and equal opportunity and access activities, including: providing legal advice and recommendations; managing the Department’s litigation, data privacy, Commissioner delegations and rulemaking functions; preparing and issuing Commissioner decisions in contested case matters and on certifications for defense and indemnification; engaging in negotiations and settlements; and supporting overall compliance with state and federal laws, among other activity._

    Responsibilities include but may not be limited to:

    + Develop the strategic vision and goals and manage the performance of all legal, equal opportunity and access activities provided through the GCO and EOAD.

    + Provide oversight, direction, and coordination of the Department's legal, equal opportunity and access activities, supporting the DHS operations and policy administrations of: Health Care; Aging and Disability Services; Behavioral Health; Homelessness, Housing, and Support Services, and the DHS Resettlement Programs Office.

    + Participate as a member of the Commissioner’s Executive Management Team, Senior Strategy Team, and Policy Review Team to provide guidance on legal, equal opportunity and access issues and trends and serve as an executive team decision-maker on policy decisions supporting the Department’s objectives and compliance with law.

    + Serve as the Commissioner’s designee and act with delegated Commissioner authority to advance and resolve matters.

    Minimum Qualifications

    + JD degree from an ABA accredited law school;

    + Current license to practice law in the State of MN;

    + At least 10 years' experience practicing law in an area of law related to the position;

    + Knowledge and experience with state and federal data privacy laws as they relate to human services programs;

    + Demonstrated experience building and maintaining good working relationships with internal and external stakeholders.

    Experience must also include:

    + At least 5 years' experience as a manager [managing attorney];

    + Strong legal research, analysis, writing, and advising skills;

    + Providing legal advice to executive level leadership on complex legal issues with a broad impact;

    + Supervision of legal staff including mentoring and fostering professional development.

    Preferred Qualifications

    + Knowledge and experience with Medicaid laws and policies.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
