    Summary The incumbent serves as the Supervisory Medical Administration Specialist located within the Health Administration Service, Benefits and Data Management Service at the VA Northern California Health Care System (VANCHS). Responsibilities This position will perform the full scope of the duties and responsibilities as a Supervisory Medical Administration Specialist located within the Health Administration Service, Benefits and Data Management Service at the VA Northern California Health Care System (VANCHS), under the Chief of the Health Administration Service. The incumbent duties and responsibilities include but are not limited to the following: Supervisory Duties and Responsibilities: supervises staff in the performance of their duties, which includes advice and consultation in Benefits and Data Management Service, including position description review and creation, hiring, training, assigning functional responsibilities; ensuring duties are being performed as assigned, disciplinary action, mentoring, etc. Advise on changes to organizational structure by developing detailed organizational charts, including justification and explanation of how to optimize organization and distribution or functions, staffing activities and organizational structure. Senior Program Manager: Plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Analyze and evaluate, on a quantitative or qualitative basis, the efficiency and effectiveness of programs or operations in meeting established goals and objectives while ensuring that pertinent laws, regulations, policies, and precedents are followed. Will develop new or modified work methods, organizational structures, management processes, staffing patterns, procedures for administering programs services, guidelines and procedures for Program Support Assistants, Supervisory Program Assistants and Special Projects Assistants working in all areas of Benefits and Data Management. Quality Assurance: Develop, implement, and evaluate administrative procedures to ensure that BDMS is in line with VISN performance measures and monitors. Analyze and evaluate the effectiveness of the BDMS program to establish goals and objectives for Improvement. Gather data and prepare weekly BDMS reports for the VISN and monthly reports for Central Office. Will train personnel and providers on BDMS processes. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing advice and consultation in compensation & pension section, providing technical and administrative oversight, instruction, and guidance to the staff; coordinating and participating in disciplinary actions and responding to appeals and grievances; developing, implementing, and evaluating procedures affecting functional activities; planning and scheduling major projects concerned with the analysis and evaluation of programs or organizational effectiveness; analyzing and evaluating on a quantitative or qualitative basis, the efficiency and effectiveness of programs or operations in meeting established goals and objectives while ensuring that pertinent laws, regulations, policies, and precedents are followed. You will be rated on the following Competencies for this position: Analytical Thinking Communications Computer Skills Performance Measurement Personnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
