    Summary The Health System Specialist oversees, coordinates, advises on, and manages a range of administrative functions for the Assistant Director's Office and subordinate services and program segments, including HR and related functions, budget and fiscal management, process and performance improvement, project management, office supplies and equipment, local administrative policies and processes, and a variety of special studies and cross-functional projects. Responsibilities Major duties include but are not limited to: Monitors subordinate program performance and operations to maintain awareness of major problems and projects, prioritize solutions, and ensure resolution. Consolidates a range of performance, quality, and compliance data, metrics, and reports to develop analytical and project summaries, action plans, recommendations, and responses for review by or signature of the Assistant Director. Monitors agency policies and instructions, program guidance, and other regulatory requirements to ensure local policies, procedures, schedules, and activities are compliant. Serves on various councils and committees including the Leadership Executive Board, Resource Management Committee, Occupational Health Council, Environment of Care Committee, and Patient Experience Committee to collect and provide information, and coordinate projects. Administers the budget for 10 Fund Control Points related to subordinate services and program segments. Serves as an alternate Contract Officer Representative (COR) for the Assistant Director. Manages the initiation and preparation of procurements to secure adequate resources. Approving Official for the Purchase Card Holder. Oversees property management and prepares necessary documents to accession and de-accession of property. Performs duties supporting Assistant Director's Office; developing performance standards, writing position descriptions, evaluating work performance, and hearing and resolving complaints from Assistant Director Direct reports Coordinates a variety of HR actions, requests, and requirements. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 and GS-11 position, you must have served 52 weeks at the GS-07 and GS-09, respectively. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health Systems Specialist. Specialized experience includes what is stated above, as well as: working within a health care setting; working directly with healthcare professionals and other administrators to perform HR functions; and experience performing administrative functions such as preparing agendas, providing meeting minutes, and timekeeping. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate level education in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-11 Grade Level: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health Systems Specialist. Specialized experience includes what is stated above, as well as: working within a health care setting; working directly with healthcare professionals and other administrators to perform HR functions; experience performing administrative functions such as preparing agendas, providing meeting minutes, and timekeeping; analyzes and synthesizes data from diverse data systems to improve business processes; and collecting budget information. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). My education includes courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond a master's degree or beyond 2 years of progressively higher-level graduate education) and specialized experience as described above to meet total experience requirements.
