    Summary This position is located in the Veterans Integrated Service Network (VISN) 5 office in Linthicum Maryland. VISN 5 encompasses the state of Maryland, DC, West Virginia, parts of Kentucky, Ohio, Pennsylvania, and Virginia.. The Supervisory Health System Specialist position functions as the Executive Assistant to the Deputy Network Director (SES) and provides support to the VISN Senior Management Team. The incumbent is responsible for coordinating issues at both a VISN and local level. Responsibilities Duties may include but are not limited to: Provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Provides full and complete support to VISN 5 SMT members and serves as an advisor on matters related to both internal and external operations. Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems. Exercises broad latitude and provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues including frequently at the VHA level and sometimes at the VA level. Assists with special complex assignments often of a highly sensitive and confidential nature and interacts with Medical Center management, VA Central Office officials, senior leaders, government agency officials, and others. works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems. Serves as the principle Executive Assistant (EA) to the VISN Deputy Network Director. As the EA, the incumbent analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Spearheads administrative work in each of the following areas: personnel management/administration, clinical support operations, budgeting and financial management, Quality, Safety and Value (QSV), procurement and contracting, property and capital asset management, police/security, emergency management, safety, industrial hygiene, healthcare technology management, strategic planning, privacy, compliance and business integrity and supply chain management. Implements management and/or program support work such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee related work. Develops both long- and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) to which accountable. Researches and maintains valid data used to develop, evaluate, and modify organizational structure and systems to achieve program goals. Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors. Acts as an expert on special projects, advising top management on major office issues. Leads, conducts or participates in complex management studies and reviews-particularly those with wide or significant effect upon agency's organizational structure, policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad. Reviews and analyzes the data gathered and maintained in the VISN Data Warehouse. Prepares necessary management data reports used to track VISN and VAMC performance and goal attainment. You may be expected to travel to various facilities within VISN 5 catchment area for this position. Other duties/tasks as assigned. Work Schedule: Full time, Monday - Friday 8:00am - 4:30pm. You may qualify based on your experience and/or education as described below: Supervisory Health System Specialist Individual Occupational Requirement (IOR) GS-0671-14: Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirement, you must also meet the Minimum Grade Level Qualification Requirement below. Supervisory Health System Specialist Specialized Experience GS-0671-14: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Mastery and advanced knowledge and professional experience in the principles and techniques of strategic and operational planning and analysis; and a sophisticated understanding of VA, VHA, VISN and facility missions, organizations, programs, and requirements of health care delivery systems. Mastery of assessment and analytical tools to support planning and implementation; identifying and interpreting trends and significant factors; and knowledge of social, economic, and other conditions affecting performance of health care delivery systems; including the population, demographics (Veterans and community), economics and budget. Knowledge and understanding of the relationship between strategic, operational, capital, financial and workforce planning, clinical program development, resource management, customer experiences and internal/external review programs to advise the VISN executive leadership on management/planning issues. Demonstrated skill in project management, effective written and oral communications, and the ability to use a broad spectrum of computer-based programs for communication, report generation and presentations. Skill in conducting management improvement studies; analyzing management processes and practices for improving organizational effectiveness; and analyzing VISN-wide programs, functions, and organizations to determine whether current management systems efficiently accomplish the organization's priorities and provide controls necessary for sound management. Selective Placement Factor (SPF) - Supervisory Health System Specialist GS-0671-14: Must have experience in leading health systems delivery for a health care provider organization. You will be rated on the following Competencies for this position: Analytical Thinking Communication Customer Service (Clerical/Technical) Internal Controls/Integrity Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
