Description We are looking for a highly skilled Sr Budget Analyst to join our team in Charleston, South Carolina. In this role, you will play a pivotal part in monitoring and analyzing financial operations, including budgets for operations, maintenance, capital projects, and revenue. Your expertise will be essential in preparing detailed financial reports, supporting budget development, and providing insights to guide decision-making.

Responsibilities:

• Monitor and evaluate budgets for operations, maintenance, capital projects, and revenue using Enterprise Resource Planning software and financial reports.

• Provide recommendations and create analyses to assess the impact of various budgetary decisions.

• Support the development, coordination, and preparation of the annual budget in alignment with the organization's budget plan.

• Conduct in-depth financial, administrative, and statistical analyses to aid in strategic planning.

• Prepare comprehensive financial studies and reports, ensuring accuracy and clarity.

• Generate and maintain supplemental budget reports and schedules to track balances, analyze variances, and reconcile accounts with the general ledger.

• Act as a backup for the Budget Manager, addressing routine matters in their absence.

• Collaborate with executive leadership, bond counsel, and underwriters to prepare revenue bond documents and presentations for stakeholders such as Commissioners and City Council.

• Contribute to financial forecasting by developing methods for revenue and expenditure analysis.

• Assist with the implementation and testing of Enterprise Resource Planning systems, including upgrades and new application rollouts. Requirements • Proficiency in accounting software systems, including Microsoft Dynamics 365 Finance & Operations.

• Strong understanding of accounting principles, including GAAP and GASB standards.

• Experience with budget preparation processes, capital management, and financial reporting.

• Skilled in using tools such as Financial Reporter and Power Business Intelligence for data analysis.

• Familiarity with account coding and billing functions.

• Ability to develop user guides and procedural documents tailored to specific software systems.

• Demonstrated expertise in creating and maintaining detailed financial reports and reconciliations.

• Excellent analytical skills, with the capacity to interpret quantitative and qualitative data.
