    Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) Region 3 Developmental Disabilities State Operations Office (DDSOO) is comprised of two districts, Capital District and Sunmount District. The Capital District serves the following counties: Albany, Fulton, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren, and Washington. The Sunmount District serves the following counties: Clinton, Essex, Franklin, Hamilton, Jefferson, and St. Lawrence. Each DDSOO is responsible for the direct provision of state-operated, person-centered services, supports, and advocacy for people with developmental disabilities. Within the Department of Quality Assurance, the Senior Administrative Analyst will serve as a regional logistics coordinator, focusing on supporting regional quality and compliance monitoring and support activities for priority initiatives. The Senior Administrative Analyst will also support monitoring and compliance efforts with the Division of State Operations (DSO) policies, perform professional, administrative, and technical duties with an emphasis on personal allowance management in state operated programs by facilitating reviews of personal allowance and spending, providing support to develop defined practices and standards to be met statewide, monitor spending activities, conduct personal allowance compliance checks both in person and remotely, as well as becoming a subject matter expert resource for Region 3. Responsibilities of the Senior Administrative Analyst may include but are not limited to, the following: - Collect, review, and analyze quantitative data related to state operated programs and Personal Allowance or other high priority initiatives and make recommendations to Leadership regarding areas where improvement and/or vulnerability are noted. - Develop and maintain priority reports and provide updates, recommendations, and analyses to state operations leadership. - Assist in the development and modification of survey instruments and data collection systems; establish tracking and reporting systems that identify facility practices, issues, and the implementation of corrective actions with an emphasis on personal allowance. - Develop, update, and maintain program protocols, policies, and procedures for State Operations (e.g., personal allowance, overtime, fit testing data).- Serve as a primary point of contact for field operations with regards to development of policies and standard operating procedures (SOPs). - Coordinate efforts of subject matter experts across DDSOOs to develop solutions that will address systemic programmatic issues; provide on-site technical support and training when necessary- Maintain knowledge of and serve as a subject matter expert for Personal Allowance and the rules, regulations, standards, and requirements associated in order to provide support, ensure compliance, proactively monitor, and develop and make recommendations for policies and trainings to establish consistency statewide. - Traveling to certified sites to conduct surveys of Personal Allowance management, which may include but not be limited to interviews of employees and people receiving services, collecting and reviewing Personal Allowance documentation and practices, providing technical support to employees to resolve any issues identified, and report to State Operations Leadership findings and recommendations that result from site visits. - Develop and maintain relationships with external and internal stakeholders to identify areas of improvement and implement strategies to mitigate associated risks. - Other duties as assigned. The position may be filled at the Administrative Analyst Trainee 1 level equated to SG-14, $53,764, Administrative Analyst Trainee 2 level equated to SG-16, $59,994, or full performance Senior Administrative Analyst SG-18, $66,951, based on education and experience.     Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:Administrative Analyst Trainee 1: Bachelors degree or higher Administrative Analyst Trainee 2: Bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Senior Administrative Analyst: Bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. A Juris Doctor, Master's degree or higher, in a related field, can substitute for one year of specialized experience. COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. REASSIGNMENT QUALIFICATIONS:Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Senior Administrative Analyst. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. HELPS Program titles may be filled via a non- competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status.
