    SUMMARY:

    The Director, Emergency Medical Services (EMS) will provide strategic and operational oversight for Rochester Regional Health EMS Operations, ensuring delivery of emergency medical care to the public. This leadership role will be key in optimizing performance of EMS services, improving patient care quality, and ensuring compliance with regulatory standards while serving as a liaison with local and state agencies.

    RESPONSIBILITIES:

    Talent Management:

    + Effectively recruits and retains talent for continuous support of business areas. Fosters a team-based environment

    + that collaborates across multiple disciplines to focus on continues improvement and engagement.

    + Monitors and recognizes team members and supports people in professional development.

    + Oversee the daily operations of services, ensuring efficient and effective response times, appropriate staffing, and

    + resource allocation.

    + Maintains the trainings and certifications of EMS personnel.

    Financial Management and Budgeting:

    + Oversees the budgeting and financial performance of the department, ensuring alignment with organizational financial

    + goals.

    + Develops and manage budgets, including staffing, vehicle and equipment maintenance programs.

    + Monitor and analyze financial performance, identifying areas for cost savings, efficiency improvements, and revenue

    + generation opportunities.

    + Ensure that the department operates within budgetary constraints and provides regular financial reporting to senior

    + leadership.

    Organizational Leadership:

    + Ensure the department is compliant with all levels of regulatory requirements and industry standards, including

    + privacy laws and safety standards.

    + Managing patient complaints and ensuring high standards of patient care.

    + Participate/lead departmental, professional, community and state level committees.

    + Work with team to develop operational strategies to ensure maximum efficiency and effectiveness within the EMS

    + department.

    + Work with team to developing and implement policies and procedures for emergency medical services.

    Strategic Planning and Development:

    + Identify opportunities for growth, including community based Para medicine programs, increasing call volumes or

    + implementing new technologies.

    + Collaborate with senior leadership to define and execute long-term strategic goals for EMS services, aligning them

    + with the broader mission.

    Performance Metrics Reporting:

    + Develop and track key performance indicators (KPIs) to measure success of EMS services, including quality of pre-

    + hospital care, volume and financial performance.

    + Prepare and present reports senior leadership on department performance, highlighting key achievements, challenges

    + and improvement opportunities.

    Collaboration and Communication:

    + Act as a liaison with other departments and community organizations for emergency response plan to 911 services

    + and mutual agreements.

    + Foster a collaborative relationship with other leaders (both internal and external) for the disaster preparedness

    + programs.

    + Communicate effectively with both clinical and administrative staff to ensure alignment of operational goals and

    + objectives.

    REQUIRED QUALIFICATIONS:

    + Bachelor’s in Business Management or related field

    + 5-7 years of verifiable experience in paramedicine or similar field

    + 3 to 5 years EMS management such as manager, supervisor, field training officer

    + EMS credentialed Paramedic

    + BLS, ACLS and PALS

    + NYS Certified Instructor Coordinator (CIC) (or will attain within 6 months of hire)

    PREFERRED QUALIFICATIONS:

    + BS in healthcare management, emergency medical services or a related field

    + ALS/PALS instructor

    + Extensive knowledge in EMS protocols, best practices and regulations

    + Proficiency in using EMS-related technology and equipment for the provision of inter-facility transport and 911 responses

    + Experience in strategic planning, business development, and performance management in the healthcare industry

    + Proficient in budgeting and resource management

    PHYSICAL REQUIREMENTS:

    S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

    PAY RANGE:

    $90,000.00 - $115,000.00

    The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components. Pay is determined by factors including experience, relevant qualifications, specialty, internal equity, location, and contracts.
