The City of Eugene is looking for an Accounting Technical to perform a variety of paraprofessional accounting duties that impact city-wide financial activities; assists professional accounting staff with monitoring and processing complex financial activities and ensuring compliance with legal requirements, policies and procedures.

Examples of Duties Performed - Duties may include but are not limited to the following
+ Monitors, reviews, approves, and posts most journal transactions and cash receipts to the general ledger for city-wide transactions, including all departments and subsidiaries;
+ Completes monthly and year-end general ledger closings;
+ Identifies discrepancies and initiates corrections and adjustments as needed;
+ Creates and maintains all codes/chart fields for PeopleSoft Financials and Human Capital Management (HCM) systems;
+ Prepares financial statements, supporting analysis and schedules for annual audit function,
+ and assists with resolution of audit reconciliation and balancing issues (June-October);
+ Responds to inquiries (such as general ledger postings and adjustments, fund balancing and reconciliation of accounts, revenue/expenditure tracking, auditing issues) within and outside the organization, providing assistance to accountants, other accounting staff, budget managers, treasury and auditor sources;
+ May assist with external audits;
+ Compiles data and builds journals for periodic internal services fund assessments and interest allocation;
+ Prepares documented reports in areas including but not limited to: system testing (e.g., test scripts); footnotes for the Annual Comprehensive Financial Report (ACFR). The nature of reporting is more extensive than producing computer outputs.
+ Makes recommendations for changes to accounting systems and procedures.
+ Helps test processes and transactions against system changes;
+ Backs-up the Treasury Accounting Technician with reconciliation and balancing of all City accounts, including petty cash funds, Accounts Payable and Receivable, Payroll and other funds, by reconciling all banking transactions in the PeopleSoft financial system against bank statements and the general ledger;
+ Backs-up the Treasury Accounting Technician, working with departments to purchase and maintain credit card equipment, including payment gateway set up, support, equipment supply, terminal programming, auditing of city-wide procurement card transactions, and assuring PCI compliance. Includes travel to various City locations.
+ Backs-up the Treasury Accounting Technician, maintaining oversight of petty cash deposits and change funds, which includes travel to various City locations to perform petty cash and year-end audits.
+ Actively supports and respects diversity in the workplace.
+ Performs related and other duties as assigned.

Minimum Qualifications
Experience
Three years of progressively responsible bookkeeping experience specific to the responsibilities of the position, with at least one year in municipal government preferred.
Education
Associate degree in accounting, business administration or a related field.
Background
Must pass a background check.
