    General Summary: As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA\HS) works with local, state, sister states, tribal and federal governments, in partnerships with the private sector and faith based community, to protect life and property against man-made and natural emergencies. Provide 24-hour on-call Emergency Management Assistance Compact (EMAC)/Logistics support to assist local authorities when disaster strikes.

    Description:

    Under the direct supervision of the Logistics Program Manager, the EMAC Program Manager oversees the State’s participation in EMAC and executes mutual assistance between the states entered into this compact in managing any emergency disaster that are duly declared by the Governor of the affected state, whether arising from natural disaster, technological hazard, man-made disaster, civil emergency aspects of resources shortages, community disorders, insurgency, or enemy attack. The EMAC Program Manager assists the Logistics Program Manager with the following: 1. Planning and coordinating the acquisition, transportation, storage and distribution of emergency supplies, equipment and services. 2. Managing inventory of property, equipment and supplies. 3. Administering contracts for emergency supplies, equipment and services. 4. Providing assistance and training to staff in the area of Logistics.

    Duties and Responsibilities:

    1. Oversee and execute EMAC for the State.

    a. Formulate procedural plans and programs for interstate cooperation in the performance of the responsibilities listed in the Articles of the Emergency Management Assistance Compact (EMAC).

    i. Review the state’s hazards analyses and, to the extent reasonably possible, determine all those potential emergencies the party states might jointly suffer, whether due to natural disaster, technological hazard, man-made disaster, emergency aspects of resources shortages, civil disorders, insurgency, or enemy attack;

    ii. Review party states’ individual emergency plans and develop a plan which will determine the mechanism for the interstate management and provision of assistance concerning any potential emergency;

    iii. Develop interstate procedures to fill any identified gaps and to resolve any identified inconsistencies or overlaps in existing or developed plans.

    iv. Assist in warning communities adjacent to or crossing the state boundaries.

    v. Protect and assure uninterrupted delivery of services, medicines, water, food, energy and fuel, search and rescue, and critical lifeline equipment, services, and resources, both human and material;

    vi. Inventory and set procedures for the interstate loan and delivery of human and material resources, together with procedures for reimbursement or forgiveness; and

    vii. Provide, to the extent authorized by law, for temporary suspension of any statutes or ordinances that restrict the implementation of the above responsibilities.

    b. Operate within the EMAC Operating System (EOS) to prepare necessary paperwork to document inbound or outbound Emergency Assistance to include but not limited to:

    i. The emergency service function for which assistance is needed, including, but not limited to, fire services, law enforcement, emergency medical, transportation, communications, public works and engineering, building, inspection, planning and information assistance, mass care, resource support, health and medical services, and search and rescue.

    ii. The amount and type of personnel, equipment, materials and supplies needed, and a reasonable estimate of the length of time they will be needed; and

    iii. The specific place and time for staging of the assisting party’s response and a point of contact at that location.

    c. Execute frequent consultation between state officials who have assigned emergency management responsibilities and other appropriate representatives of the party states with affected jurisdictions and the United States Government, with free exchange of information, plans, and resource records relating to emergency capabilities.

    d. Maintains current contact information for the State of Georgia on the EMAC website.

    e. Conducts training on EMAC for State and County personnel.

    f. Notifies the EMAC National Coordinating Group (NCG) of State level emergency preparedness exercises and emergency situations affecting the State.

    2. Serves on the Logistics Staff as EMAC Coordinator when the State Operations Center (SOC) is activated.

    a. Execute EMAC EOS to fill resource requests that cannot otherwise be filled with assistance from other States.

    b. Supervises the State’s EMAC A-Team(s). As required request additional EMAC A-Team(s) to increase the State’s EMAC capabilities.

    3. Establishes and maintains liaison with key personnel in other agencies.

    a. Participates in collaborative arrangements and maintains relationships with logistics counterparts in federal agencies, State agencies, Counties and other states.

    b. Liaisons with Logistics personnel and EMAC Designated Contacts of states within FEMA Region IV.

    4. Provides logistics and resource assistance and training to staff.

    a. Assists other GEMA\HS personnel with matters related to EMAC or logistics.

    b. Prepare and provide training related to EMAC or logistics.

    c. Attend necessary FEMA provided logistics training to enhance performance.

    + Analyzes data, prepares and presents reports and presentations.

    a. Prepares thorough and accurate reports and submits same within assigned deadlines.

    b. Conducts research and prepares a concise statement of identified issue(s), relevant facts, conclusions and recommendations.

    c. Prepares and presents presentations using computers, projectors and other state-of-the-art audiovisual equipment.

    6. Performs other duties as required.

    Preferred Qualifications :

    Bachelor’s degree from an accredited college or university in Logistics Management, Emergency Management or related field. Work Experience will be considered in lieu of degree.

     

    Four (4) years of experience in large scale logistics operations to include management, planning, forecasting, procurement, storage, transportation and distribution of equipment and commodities.

     

    Emergency Management Assistance Compact (EMAC) A-Team Certified.

     

    Familiarity with the National Response Plan (NRP), NIMS and the Incident Management System (ICS).

     

    Advanced level experience with Microsoft Office Applications to include Word, Excel, Access, PowerPoint, Outlook, Teams, and SharePoint.

     

    Ability to effectively communicate both verbally and written.

     

    Ability to read, interprets, comprehend, and apply advanced written materials for practical business purposes (e.g. laws, regulations and policies).

     

    Ability to prioritize tasks with respect to importance and time availability.

     

    High school diploma or GED AND One year of professional level experience related to the area of assignment.
