Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
The Harm Reduction & Sexual Health Mobile Supervisor is a leadership position, providing oversight and support to mobile staff within the Sexual Health and Harm Reduction programs. This position is responsible for the day-to-day operations of the Harm Reduction program and mobile services. The Mobile Supervisor demonstrates mastery in performing senior harm reduction specialist and logistic duties. This role guides new orientees, students and volunteers, provides training, scheduling and direct supervision for staff, including evaluation of staff performance. They work in collaboration with the Sexual Health & Harm Reduction Clinic Supervisor, Sexual Health & Harm Reduction Clinical Advisor, Sexual Health (Clinical) Program Manager and Harm Reduction (Mobile) Manager to execute all program requirements and develop/enhance new projects and outreach.
This position leads the Harm Reduction and Sexual Health programs and provides direct client care through Adams County Health Department Mobile services, ensuring compliance with county directives, procedures, and professional standards. It represents the mobile team at the Division and County levels, oversees staff, and ensures regulatory compliance in laboratory, sexual health, and pharmacy services. The Mobile Supervisor assists with staff recruitment, training, and retention while maintaining expertise in Harm Reduction best practices.
Collaborating with a multidisciplinary team, this role develops community partnerships, provides education and outreach, and removes barriers to care. It targets populations facing homelessness, mental health, and substance use issues by offering screenings, safe use supplies, referrals, and unbiased support. The position also coordinates with other programs to improve access to care through mobile outreach.
The anticipated hiring range for this role is $81,087.79 - $93,250.96 annually. The full range for the role is $81.087.79 - $117,577.30 annually.

Actively practices and promotes the principles of harm reduction philosophy.
Program Oversight
+ Provides direct supervision to the Harm Reduction Specialist team
+ Ensures staff meet participants in the field without bias.
+ Directly connects with priority populations, including people experiencing homelessness, drug use, and mental health concerns.
+ Maintains staff knowledge on available programs and resources for participants.
+ Supports in managing the program website, social media platforms, email, phone, calendar, and outreach coordination.

+ Provides participants linkage to care and prevention services, including no-cost medications, emergency financial assistance, housing, and/or food.

+ Ensures consistent HIV/HCV/STI prevention and HIV prophylaxis messages across the Adams County Health Department jurisdiction.

+ Coordinates Adams County vehicle and mobile unit safety, maintenance and upkeep.
+ Collaborates with Sexual Health leadership team to coordinate services and access to care.
+ Plans, develops, manages and implements public health outreach programs for communities, families, and individuals; and performs related work as required.

+ Responsible for day-to-day supervision of Harm Reduction staff and program operations, including outreach and clinic sites.

+ Evaluates programmatic progress toward attainment of outcomes.
+ Provides stewardship and accountability regarding grant compliance, deliverables, and funds management.
+ Responsible for inventory, procurement, safe storage, and reconciliation of supplies and proper budget allocation.

+ Assists program leadership in completing monthly, quarterly and annual progress reports to program funding sources.
Direct Services:
+ Participates in and coordinates HIV/HCV/STI prevention and outreach activities, including evenings and weekends as needed.
+ Maintains event calendar ensuring frequent participation or deployment of mobile assets.
+ Conducts direct harm reduction services, including counseling, HIV/HCV/STI screening and point of care testing.
+ Provides referrals to services, and connects participants to interim and extended health care, behavioral health care, recovery resources, social services, etc.
+ Offers opioid overdose prevention and education and Naloxone training and distribution.
+ Utilizes appropriate resources to plan and provide services that are safe, effective, and financially responsible.
+ Gathers and organizes supplies for outreach activities. Reconciles inventory and checks expiration dates to ensure all materials are up to date.
+ Maintains program-specific documentation. Uses organizational skills to maintain correct forms and tools necessary for documentation.
+ Provides syringe access, safe use supplies and disposal, including community retrieval and distribution of syringes, smoking supplies and resources for vein and wound care.
+ Coordinates Sexual Health mobile services with the Clinic Supervisor.
Community Health Strategy
+ Fosters community engagement to advance health equity. Develops and maintains interpersonal relationships with community partners, internal and external customers, and resources to create linkages to care and prevention services, including no-cost medications, emergency financial assistance, housing, and/or food.
+ Collects comprehensive data pertinent to the healthcare consumer’s health or situation.

Language Pay Incentive is available for employees who utilize their skill in Spanish or ASL 30% of the time or more and pass a basic fluency test. The $2,000 Annual Base Pay adjustment is spread out over the year.
