    Description

    The City of Norfolk's Department of Utilities is seeking qualified candidates for the position of Assistant Superintendent of Wastewater. This person is responsible for management of the Wastewater Division. This position manages complex operations, including responsibility for personnel and meeting performance standards, customer service, safety regulations and budgets. Responsible for implementation of city and departmental policies and procedures, and performing administrative and customer service related duties

    Essential Functions

    Essential functions include but are not limited to:

    + Assist in the management of personnel by conducting divisional staff meetings, assisting with staff selection, training, scheduling, development, preparing and evaluating employee's performance evaluations, and coordinating and directing supervisors.

    + Assist with directing departmental operations by overseeing and reviewing the installation and repair of sewer mains, wastewater infrastructure, , pump stations and other facility maintenance and repair. Ensure that all applicable safety, personnel and operational rules/regulations are followed.

    + Plans, organizes, coordinates, directs, and manages utility maintenance and supervisory personnel.

    + Performs administrative duties, including the preparation of operating and performance indicator reports. Assist with the preparation of the divisional budget.

    + Addresses problems associated with maintaining existing and installing new utility infrastructures by consulting systems plan specifications and conferring with various directors, engineers, consultants, and vendors.

    + Assist in developing and implementing departmental policies, procedures, goals, objectives and annual budget.

    + Respond to citizen's inquiries and concerns.

    + Reviews plans and specifications and consults with other departments and agencies. Prepares and delivers written and oral presentations to various internal/external organizations as required. Utilizes computers, relevant software and electronic monitoring systems.

    + Assists in the development of the divisional operating budget. Reviews and oversees expenditures, purchases, service procurements, and status reports.

    + Establishes and maintains a work environment reflective of high accountability, dependability, quality efficiency, collaborative team building, and subordinate development.

    + Work requires managing and monitoring work performance to include hiring, disciplinary actions, performance reviews, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments.

    + Climbs ladders and stairs; bends, pushes, pulls, stoops and lifts up to 25 lbs.; requires ability to access construction sites.

    + Must have the ability to operate a standard transmission vehicle.

    Education/Experience

    Work requires knowledge of a specific vocational, administrative, or technical nature. Knowledge is normally acquired through two years of college, or technical, business, vocational, or correspondence schools, resulting in an associate's degree or equivalent.

     

    Seven years experience.

     

    The desired candidate will possess seven years experience with wastewater systems and seven years experience in supervisory positions.

    This position is eligible for a one-time $5,000 signing bonus.

     

    This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
