Description
The City of Norfolk, Department of Public Works, is seeking a Green Ambassador to serve as a liaison among the Green Crew, various environmental personnel, other city department personnel, special interest groups, and community groups and citizens. This position will coordinate all aspects of community forestry and ecological outreach, education, coordination with training partners, and other ongoing programmatic activities.
This is a grant funded special project position and will only be eligible for employment for 5 years.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Storm Water System, Street Network and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.
Departmental Hiring Salary Range: $50,624-$58,217
Essential Functions
Essential functions include but are not limited to:
+ Manages environmental education and outreach programs.
+ Develops and implements strategic, innovative and measurable environmental outreach goals.
+ Coordinates closely with citizens, special interest groups, other government agencies and City staff.
+ Manage sub agreements such as with Teens with a Purpose to assist with the expansion of their existing “Trees of Life” program.
+ Partners with the Virginia Cooperative Extension to employee interns. Supervise the interns throughout employment with the City.
+ Acts as the City liaison by attending meetings, preparing workshops, instructing students, and participating in civic league meetings.
+ Conduct and develop ongoing community outreach efforts designed to increase community understanding and support of green infrastructure, other environmental programs, and flood reduction programs.
+ Schedules and manages activities during special events such as festivals, civic league meetings, community days, neighborhood festivals, career days, etc.
+ Assists with media relations by representing Norfolk on radio, TV, and other media sources as required.
+ Responds to customer inquiries and information requests.
+ Writes and designs printed and promotional materials.
+ Writes, edits, and designs plans, outreach material, press releases, website pages, letters, memos, social media, blogs, etc.
+ Conducts presentations and/or environmental training sessions for various groups including City employees, civic leagues, special interest groups, students, residents, etc.
+ Maintains database systems to track education programs.
+ Must be proficient with the use of computers to prepare correspondence and maintain tracking databases and spreadsheets, to include Microsoft Office (i.e. Word, PowerPoint, Publisher, Excel, etc.)
+ Must be proficient with publishing software.
+ Must be able to update website design and layout.
+ Must be able to perform photography and create graphic art.
+ Must be able to work independent of direct supervision or as part of a team.
+ Must be able to consistently meet strict deadlines, complete tasks accurately, show strong attention to detail.
+ Work requires the exercise of considerable initiative and independent analytical and evaluative judgement.
+ Walks, stoops, climbs, lifts, traverses’ difficult terrain.
+ Requires normal hearing, peripheral vision, and depth perception.
+ Must be able to communicate effectively, both orally and in writing.
+ Must be able to develop and maintain effective working relationships with key personnel and supporting staff.
+ Must be able to write briefs, updates, grants, letters, and other professional correspondence.
+ Valid driver’s license required.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Academic courses or areas of concentration include: Environmental science, Environmental Engineering, Biology, Geology, Engineering Technology, another natural science, public administration, business administration, journalism, communications, public relations, education, or related field
Three years experience.
The preferred candidate will have experience with environmental outreach programs.
Additional Information & Requirements
Preferred License(s) and/or Certification(s): Must possess a valid Driver’s License.
Work Hours: Monday – Friday 7:00 am to 3:30 pm; 40 hours per week every week; This position will work some nights and weekends. Flexible scheduling will be authorized.
Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.

+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
