Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
A bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
An advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
50% PROGRAM SUPERVISORY FUNCTIONS: Direct supervision over Budget Administrator II and Budget Administrator Is, which requires the review and approval of all tasks performed. Indirect supervision over Budget Analysts. Assign special tasks as needed, approve leave and evaluate work performance. Prepares annual Civil Service performance ratings and interviews job applicants. There are 11 agencies that Budget oversees, with 1 having 4 programs and another having 6 programs. This makes up a combined budget of approximately $2.8B and a table of organization of over 3,600 employees, with over $4B in annual revenue collections. Approves Budget procedures for the department and makes budget recommendations to the Deputy Secretary, Undersecretary, Assistant Secretaries and other executive level management personnel. Reviews and approves final budget drafts submitted by the Budget Administrators and Budget Analysts. Recommends budget levels to executive level management and department heads. Direct supervision involves assigning tasks, making recommendations, monitoring and reviewing the above listed agency's expenditures and revenues to ensure adherence to approved budget; initiate corrective action procedures as necessary. Develop and monitor expenditure & income patterns, providing projections and recommendations on budget management, meeting financial obligations and planning resources, to executive level management. Oversees the grant reimbursement process for DPS, OJJ, and GOHSEP. Assigns the preparation of special statistical reports and narratives requested by the Deputy Secretary, Undersecretary, Assistant Secretaries, Division of Administration, Governor's Office and other federal and state officials. Reviews and approve reports and /or narratives submitted by subordinate personnel. Responsible for advising the Deputy Secretary, Undersecretary, Deputy Superintendents, and Assistant Secretaries regarding unique and complex program, office and department issues upon determination. Responsible for attending meetings with the State Budget Office, House and Senate Fiscal Division, Legislative Fiscal Office Legislative Auditor's Office, and other Governmental and Commercial Agencies. Also responsible for coordinating the preparation of Fiscal Notes on proposed legislation which is requested by the Legislature through the Legislative Fiscal Office. This involves detailed research of the effect of current operating laws and operating procedures of the various agencies within the Department of Public Safety and Corrections, Public Safety Services, and the effect on anticipated expenditure and revenue collections.
40% BUDGET DEVELOPMENT FUNCTIONS Monitors agency revenues to provide projections to the Revenue Estimating Conference. Monitors agency expenditures and revenues to ensure adherence to approved budget; assesses and projects spending and income patterns to evaluate financial status; develops and initiates corrective actions as necessary. Exercises independent judgment in resolving complex and varied problems which may interrelate with offices within Department of Public Safety and still remain within the parameters of policies, procedures and accepted standards. Make decisions on programmatic, fiscal and budgetary matters on a day-to-day basis at the program office level, as well as plays a major role in departmental decision making. Confers with Deputy Secretary and Undersecretary, DOA Budget Office, House Fiscal Division, Senate Finance Committee, Legislative Auditor's Office and Legislative Fiscal Office on a daily basis regarding budget management and future fiscal impacts. Requires knowledge of both financial and management skills, and the ability to independently apply those skills in order to properly control and implement complex and widely varied programs throughout the department according to legislative intent. Responsible for developing procedures for and providing training to agency and departmental staff in budget development and budget development software. Reviews submitted budget requests, analyzes, makes changes, corrections or revisions and prepares budget submittal that fits the Department's strategic plan; analyzes annual operational plans, makes changes, corrections, or revisions to ensure financial information conforms to the agencies operational plan; prepares materials for the Division of Administration and the Legislature to substantiate budget requests. Establishes a timetable for preparation, submittal and review process of the budget documents all of which are processed through the Budget Services Section of Public Safety. Responds to requests by the Governor, the Legislature, Division of Administration, House Fiscal Division, Senate Finance Committee, Legislative Fiscal Office and Legislative Auditor's Office for information of both a programmatic and budgetary nature. Provides fiscal impact data of proposed federal, state, and local legislation; advises agency officials; prepares position statements. Establishes issues and monitors implementation of budget development standards, policies and guidelines. Testifies before Legislative Committees in regard to appropriation, expenditure authority and/or proposed legislation as deemed necessary. Performs other related duties as assigned by various department heads. 10% Department liaison for the new RFP solution, Louisiana eProcurement Solutions by Ariba (LESA). LESA impacts each stage of the RFP process, including agency drafting, review/approval, publication, evaluation, and negotiation. Position serves as the training coordinator and security administrator for the system.
Physical requirement Statement: Work is performed in physically comfortable positions: sitting, standing or walking. Light effort is required for such task as carry papers, books, small parts, hand tools or utensils, or similar small items or packages. Work requires very little or occasional light physical effort.
