The Accounting Office under theMassachusetts Department of Public Health (DPH), is seeking an experienced public health professional for the role of Accounting, Assistant Director for Federal Grants. This position oversees the Accounting, Federal Grants Unit, which is responsible for monitoring, reviewing and verifying Federal Grants transactions in Massachusetts Accounting and Reporting Systems (MMARS), Federal Account Coding System (FACS) and Financial Federal Agencies sites, to ensure compliance with the Office of the State Comptroller, Operational Services Division, Office of the State Treasurer, DPH Internal controls policies and Federal Granting Authorities. The selected candidate will be responsible for supporting the development, implementation, tracking, reporting, amendments and closeout for Federal Grants, and Federal Contracts post award. This position also supervises the work of two staff at the unit. This position will serve as a central resource for all DPH Bureaus to ensure ongoing compliance with post-award grant requirements. *__* *_Duties and Responsibilities (these duties are a general summary and not all inclusive):_* /Federal Grant Compliance & Oversight:/ * //Ensure the federal funds meet federal funding requirements. * Cultivate relationships with DPH Bureaus to facilitate success in meeting all federal funds post award funding requirements (reporting, amendments, etc). * Develop processes to ensure federal funds are expended efficiently and in compliance with policies, procedures, rules and regulations governing state and grant requirements. * Develop and provide training and guidance for staff on post award activities. / //Federal Grant Tracking & Reporting:/ * Develop systems to track federal grants, federal contracts and private grants funding received by DPH including their requirements and specifications. Ensure the grants post-award database is up to date with requirements for each grant. * Create and maintain on-going management and infrastructure for all federal grants and/or federal contracts for effective tracking purposes. * Ensure timely and complete submission of Federal Financial Reports as required, amendments, and any other document and/or report related to post award activities. / //Federal Grant Training & Support:/ * //Educate agency staff regarding compliance with State and Federal rules and regulations related to federal funds. * Develop and update policies, procedures, and standards to guide staff in meeting all federal requirements. * Development of guidance and training for federal grant compliance. /Federal Grant Staff Management/ * //Provide effective oversight, supervision, support, feedback and delegations of responsibilities to direct reports. * Direct the workload and prioritize projects and tasks. * Evaluate systems to streamline processes for more efficient work. * Responsible for performance evaluation. *__* */_ _/ _Preferred Qualifications_**:* * Knowledge and understanding of state and federal grants, government and public administration, especially related to its budgeting and scope statewide. * Understands the policies, practices and regulations of state, local and federal agencies as applied to grants. * Comprehension of the Massachusetts Management Accounting and Reporting System (MMARS). * Has knowledge and experience with successfully fulfilled federal grant reporting requirements. * Awareness of resources to stay apprised of regulatory changes and updates. * Strong leadership and supervisory skills. * Exceptional organizational skills and communication skills to support the Department and staff in meeting all post-award federal grant requirements in a timely manner. * Communicates clearly and diplomatically, both orally and in writing to various levels of management and staff. * Internal compliance monitoring skills to identify and address potential issues proactively. * Excellent analytical and report synthesizing skills that stand up to scrutiny. * Meticulous record keeping of all grant-related activities to manage the lifecycle of each grant. * Proficient with Microsoft Office applications, including Excel, Word, Outlook, PowerPoint, One Drive, Planner and Teams, as well as other financial software applications. * Means to analyze and determine the applicability of program data, to draw conclusions and to make appropriate recommendations. * Skilled to prioritize and delegate work projects based on organizational objectives. * Talent to work effectively within the regulations and constraints of publicly accountable organizations. * Ability to train others in grant compliance strategies and related information. * Capacity to understand target audience and write convincing funding requests. * Potential to build financial tools to support end users in managing grant obligations. * Ability to work effectively within the parameters of state regulations regarding federal funding and subcontracting. * Power to work effectively with community agencies as well as with federal and state agencies. * Capability to form effective working relationships with colleagues and subordinates, other DPH Departments, state agencies, federal agencies and external stakeholders. *__* *_DPH Mission and Vision:_* The mission of the Massachusetts Department of Public Health (DPH) is to promote and protect health and wellness and prevent injury and illness for all people, prioritizing racial equity in health by improving equitable access to quality public health and health care services and partnering with communities most impacted by health inequities and structural racism. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
