    The University of Colorado Boulder is searching for an **Assistant Director of Design and Construction** ! We plan, design, and build CU Boulder, and it's fun, rewarding, and challenging. The successful candidate will be able to engage in communication, collaboration, problem-solving, financial performance, building systems, architecture, engineering, and client success.

     

    This department consists of roughly 30 individuals and over 400 projects with a consolidated budget of over $500 million. This position manages, directs, and leads the Design and Construction Department in the technical planning, design, contract administration, construction, cost estimating, and validation work in the alteration, modification, new construction, maintenance, and repair of state-owned buildings for the University of Colorado Boulder. It is also a University Representative to manage the design and construction for medium to large-scale new construction and renovation projects. Additionally, this position will assist with University and Division programs and goals. Currently, we are focusing on efforts pushing sustainability, employee engagement, and quality. The role will provide direct leadership and oversight for the Department's Operational Effectiveness by helping to guide the organization's project development objectives while working to improve our approach, processes, and tools for completing infrastructure projects.

    Who We Are

     

    The **PD&C** department is responsible for the planning, design and construction of buildings on campus, in support of CU Boulder's academic mission. The Design and Construction department focuses on long-range planning and capital development functions of the organization as a balanced counterpart to the project-related functions of Campus Design & Construction. The Design and Construction department staff strive to guide campus development in a way that gives physical form to the university's mission, vision, and programs through the effective use of human, environmental, and financial resources.

     

    What Your Key Responsibilities Will Be

    _Department Management and Supervision PDQ, and PMP Process_

    + Assist with developing and ensuring the unit follows standard practices for budget, schedule, and customer satisfaction management. Develop and manage the annual operating budget, approve all expenditures, and monitor the financial performance of the work unit and all department projects.

    + Assist staff in collaborating with academic colleges, campus auxiliaries, facilities operations, and other partners to ensure project success.

    + Provide staff guidance training on contract administration, construction quality assurance, and project safety. Work with department resources to provide other design and construction interactions to ensure our staff stays current with requirements and expectations for delivery and execution.

    + Facilitate professional development of departmental staff.

    + Lead department hiring and termination processes by recruiting new staff, working with the department director to evaluate staffing needs, and developing and modifying department position descriptions to increase attraction and retention of department team members. Lead department interaction with Infrastructure and Resilience Human Resources and Campus Human Resources on the recruitment process, hiring, and onboarding of new employees. Additionally, create, assemble, and inform subordinates of Position Description Questionnaires (PDQ) and Performance Management Plan (PMP) goals, objectives, and expectations in a timely and objective manner and monitor the progress.

    + Coordinate and assign all new project, service, and initiative requests for the department and ensure an appropriate workload distribution among department resources.

    + Determine and implement subordinates' work schedules, including overtime, vacation, or other scheduled leave, by monitoring and approving time reports and requests for time off. Manage and lead our projects and teams to ensure successful completion of project goals, department metrics, and university goals.

    + Mentor and lead Design & Construction staff, fostering a collaborative and high-performance work environment, ensuring successful project delivery, and supporting professional development through continuous guidance and feedback.

    _Project Management / Project Schedule and Budget Management_

    + Provide project and construction management for medium to large-scale construction projects by meeting with clients, developing project strategies that will meet program and scope objectives and are consistent with policies, procedures, statutes, rules, regulations, and codes, and making appropriate selections of phasing, contracting, design, and constructing strategies for the project, department, and University goals.

    + Manage project metric performance for self and subordinates' projects. Work with departmental director and employees to develop and complete a department project management system. Department systems and tools shall be used to manage and monitor workload, internal budget and labor performance, project schedule execution, project budget performance, project scope development, safety, employee billability performance, QA/QC, department backlog, and future department resource availability. Concerning schedule and budget performance, evaluate scheduling needs, compile data from numerous sources, and develop a master project schedule for the individuals' projects. Analyze the schedule, revising as needed, and have the authority to act if work falls behind. Prepare budget estimates and cost forecasts to give clients the magnitude of cost for proposed renovation or new construction work, including entitlements and utilities. Possess full responsibility for the fiscal management of project budget and sole discretion for adjusting the budget for maximum effectiveness. Discuss service costs with consultants, contractors, and suppliers.

    _Department Strategic Initiatives_

    + Provide oversight to the department's State Controlled Maintenance (CM) program. Assist in developing annual reports and conducting progress meetings. Collaborate on developing CM submittals to the Office of the State Architect. Continue to collaborate with peers on project development to support campus programs, the retirement of Deferred Maintenance, and improved energy efficiency.

    + Assist with the Buy Clean Colorado program and other campus sustainability initiatives, such as the Decarbonization Plan, Climate Action Plan, Geothermal energy, and solar.

    + Assist director, department managers, and team leads with project performance, customer satisfaction, and reporting needs and improvements. Work to continue to prioritize customer feedback and performance improvement.

    + Work with the Department Director, Managers, PM Team Leaders, and other staff to finalize the expectations and process for monthly project reporting and project manager review with department leadership.

    + Assist the Director with planned improvements in scope identification and project collaborator engagement. Work with peers within Infrastructure and Resilience to improve quality assurance and quality control. Continue support for process development and implementation improvements while contributing to the University's strategic and capital development.

     

    What We Can Offer

     

    The salary for this position is $150,000 annually. An onboarding bonus is available within departmental guidelines.

    What We Require

    + Bachelor's degree in architecture, engineering, construction management, or a related field and ten (10) years of experience in commercial or institutional construction administration or construction project management.

    + Substitution: A combination of work experience in commercial or institutional construction administration or construction project management may be substituted on a year-for-year basis for the bachelor's degree. A master's degree or doctorate from an accredited college or university in architecture, engineering, construction management, or a related field may be substituted for the bachelor's degree and one or two years of general experience respectively.

    What You Will Need

    + Knowledge of the State of Colorado and State Buildings Program contractual agreements, or similar.

    + Ability to make or recommend informed technical and managerial decisions.

    + Excellent interpersonal communicative and excellent organizational skills.
