    Position Summary

    This position is responsible for the efficient and orderly operation of the assigned division, which may include supervising the work performed in connection with the development, implementation, coordination, documentation, and maintenance of all components of the assigned division. This position will also include the supervision and enforcement of all rules, regulations, general orders, and policies and procedures of the Sheriff’s Office and the County.

    SUPERVISION

    This position directly supervises some or all employees in units assigned to them, carrying out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. This position also supervises all Sheriff’s Office subordinate staff as needed.

    SCHEDULE

    Patrol Lieutenant: 5-2, 5-3 rotating schedule, 1st, 2nd, or 3rd shift - 8.50 hours per shift

     

    Emergency Management and Training & Planning Lieutenants: Monday - Friday day shift, ten 8-hour shifts per pay period

     

    Role and shift assignments are made at the discretion of the Sheriff.

     

    Essential Duties and Responsibilities

     

    This job description reflects management’s assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.

    All Assignments

    + Assess, plan, organize, direct, staff, and evaluate programs in the assigned division(s).

    + Develop, justify, and execute operational and capital outlay budgets for assigned division(s).

    + Anticipate problems and implement preventive measures and solutions.

    + Build constructive relationships with employees, the general public, and other county departments.

    + Ability to supervise and advise subordinates about unusual or complex situations.

    + Prepare funding grants for the Sheriff’s Office.

    + Assist in developing RFPs (Request for Proposal) and RFBs (Request for Bids).

    + Lead and/or work on committees for the Sheriff’s Office as assigned.

    + Engage in physical altercations with or without equipment or weapons and have sufficient skills/training to overcome and subdue suspects.

    + Walk and run distances under varying weather and terrain conditions.

    + Attend meetings as assigned or necessary, both internally and externally with private and public organizations.

    + Work with other organizations as necessary to further a relationship with the Sheriff’s Office, or to promote projects or other efforts in the community.

    + Ability to attend and maintain training that is specific to job duties.

    Patrol Lieutenants

    + Check attendance, supervise and/or assign patrol areas or special duties, and maintain the shift schedule.

    + Delineate division operations to patrol sergeants.

    + Inform and train patrol sergeants on changes in policy, procedures, and implications of new or amended laws.

    + Supervise the Field Training Officer (FTO) program on respective shift.

    + Investigate and resolve personnel problems within respective shift. Refer any matters to the Captain of Patrol, as needed.

    + Train patrol sergeants in proper police work procedures and supervision.

    + Monitor and evaluate the job performance of subordinates.

    + Perform the duties of a patrol deputy or sergeant as necessary.

    Emergency Management Lieutenant

    + Review, revise, and assess Walworth County’s preparedness to mitigate, respond to, and recover from natural and man-made emergencies or disasters.

    + Prepare and maintain grant funding to support emergency preparedness efforts throughout Walworth County.

    + Interact with officials in a variety of law enforcement, fire/EMS, public works, other government offices, and private businesses throughout the county.

    + Respond to incidents where hazardous materials or emergency management support is requested.

    + Provide information and updates related to hazards that impact or could impact the County.

    + Provide reports and updates to Local Emergency Planning Committee regarding preparedness and mitigation efforts.

    + Conduct community outreach to community members, civic groups, businesses, and first responders.

    + Coordinate training events between Wisconsin Emergency Management, National Weather Service, and the community.

    Training & Planning Lieutenant

    + Coordinate agency training with the Corrections and Communications Training & Quality Assurance Managers.

    + Supervise the deputy assigned as the Assistant Training Coordinator by providing timely feedback, evaluating performance, and providing mentorship.

    + Review all training requests for budgetary impact and agency training needs. Document completed training in the agencies records management system and the States training record system – ACADIS.

    + Ensure all agency staff meet the annual training requirements set by the Law Enforcement Standards Board. Coordinate the required in-service training needed to achieve these requirements.

    + Create and maintain records for all training that is conducted and attended by agency staff.

    + Coordinate with Law Enforcement Academy directors for all newly hired sworn staff requiring attendance at an academy.

    + Create lesson plans for on-shift and in-service trainings.

    + Review use of force incidents for quality and to ensure agency standards are being met.

    + Oversee the Use of Force committee by determining the frequency of meetings and working with agency instructors to identify trends and create lesson plans for them as needed.

    + Coordinate remedial training for employees when deemed necessary, including the creating of Performance Improvement Plan (PIP) documents as needed.

    + Coordinate all maintenance for the Walworth County Range.

    + Create and maintain a reservation schedule for the Walworth County Range. Send out annual Range User Agreements and coordinate monthly billing for any incurred fees.

    + Complete any paperwork needed to keep agency certified instructors in good standing with Wisconsin Training & Standards.

    + Coordinate use of the Sheriff’s Office Training room.

    + Create the schedule for sworn staff mini academy and field training programs.

    + Communicate with newly hired sworn staff and provide them with information on academy, field training, uniforms, and schedules.

    + Review daily observation reports and weekly evaluations completed for sworn staff in the Field Training Program to ensure agency standards are being met. Ensure documentation is electronically stored in training files.

    + Assist in conducting meetings with Field Training Officers as needed.

    + Supervise the Court Security Sergeant and their assigned deputies.

    + Evaluate Court Security annually and work with the Sergeant to provide them with goals.

    + Attend Judge and Judicial Center Safety Committee meetings.

    + Oversee agency weaponry. Coordinate maintenance, replacement, and disposal of pistols, rifles, tasers, 40 mm, and pepper ball launchers. Maintain accurate records of inventory.

    + Assist with duties of the Support Services Captain in their absence.

    + Assist the County Safety & Security Specialist with coordinating annual training.

    + Coordinate with Health & Human Services to collect annual Tuberculosis questionnaires from agency staff.

    Qualifications

    Bachelor’s degree with four years of progressively responsible law enforcement experience

    Associate degree or 60 college credits with six years of progressively responsible law enforcement experience

    WALWORTH COUNTY EMPLOYEE BENEFIT SUMMARY

    I2 – Salaried Exempt Employees, Sworn Sheriff's Office

     

    BARGAINING UNIT: Salaried Exempt Employees Hired on our after January 1, 2012

     

    DATE: April 25, 2017

     

    EMPLOYMENT STATUS: Your continued employment is subject to §59.26 (8) (b), Wisconsin Statutes.

     

    BASIS OF PAYMENT: Salaried, FLSA Exempt. You are not eligible for overtime or compensatory time. You are required to account for all time absent from your regular work schedule.

     

    VACATION: Accrued based on salary each pay period. All accrued vacation hours are available for use, subject to approval of your supervisor. You accrue vacation equivalent to the following:

     

    15 days per year after 1 year of Walworth County Service

    20 days per year after 5 years of Walworth County Service

    25 days per year after 15 years of Walworth County Service

     

    SICK LEAVE: Accrued based on salary hours each pay period. You accrue 2.462 hours biweekly with a bank limit of 120 hours. Subject to verification, all accrued sick leave is available for your personal illness or medical appointments without a waiting period. Up to 40 hours per year may be used for non-FMLA illness of your parent, spouse or dependent minor children under 18. Proof of medical need may be required.

     

    HOLIDAYS: Ten paid holidays each year.

     

    INSURANCE: Health, Dental, Life, Vision and Long Term Disability insurance benefits are available on the first of the month following 30 days of service, provided you complete enrollment forms within 30 days of hire.

     

    Health Insurance: You can choose Tier 1 or Tier 2. Tier 1 is a standard co-pay plan. Tier 2 is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The County will contribute an amount approved by the County Board, payable as a lump sum to your HSA for Tier 2. You may also elect to contribute to your HSA up to the IRS maximum. You may elect either family or single coverage. The monthly premium will be split between the County and the employee. The employee portion of the premium is 12% of the total cost of the plan. Upon completion of a Health Risk Assessment (HRA) by the employee (and spouse if covered by the Walworth County plan), the premium will be reduced to 10% of the total cost of the plan. Once the employee (and spouse if covered by the Walworth County plan) completes the education/counseling on their highest priority area recommended on their HRA, the premium will be reduced to 7% of the total cost of the plan. For newly hired employees hired after the annual health risk assessment has been offered, the premium will automatically be reduced to 7% for the remainder of the year.

     

    Dental Insurance: You may elect either family or single coverage. The County pays the monthly premium up to the premium caps established each year. The County pays 100% of the monthly premium.

     

    Life Insurance: The County provides you with term life insurance in an amount equal to $50,000. You have the option of purchasing additional coverage for yourself, spouse, and/or dependent children.

     

    LTD Insurance: The County provides you with Long Term Disability Insurance. The monthly premium is 0.83% of your insured monthly wages. The County shall pay 67% of the premium & employee shall pay 33% of the premium.

     

    Vision Insurance: You may elect to participate in Vision insurance. The employee electing coverage shall pay 100% (single or family) of the premium for vision insurance.

     

    WISCONSIN RETIREMENT: You are covered under the Wisconsin Retirement System. The WRS provides you with separation, disability or retirement benefits upon termination. For Protective Category Employees with Social Security hired by Walworth County on or after July 1, 2011, the payment is split between the county and employee, as prescribed by law.

     

    EDUCATIONAL INCENTIVE: In addition to base salary, an employee may receive a salary supplement for continuing education as outlined in Section 15-360 (b) of the Walworth County Ordinance.

     

    CLOTHING ALLOWANCE: You will receive clothing allowance of $600.00 per year payable (in equal installments each payroll period) for purchase or maintenance of uniforms and related items. You are also eligible to receive up to a $500 allowance for a bullet-proof vest.

    TAX-SHELTERED BENEFITS: You may elect to participate in the following tax-sheltered benefits:

    Deferred Compensation (S457 plan)

     

    Medical Spending Account (S125 plan)

     

    Dependent Care Plan (S125 plan)

     

    Health Savings Account (S223 plan)

     

    WORKERS COMPENSATION: You are covered by Workers Compensation for any illness or injury arising out of your employment. Medical expenses and compensation for lost time are paid from the workers' compensation plan. In addition, the County will supplement the workers' compensation lost-time payment for up to 1 year, making you whole on a "net-check" basis.

     

    DIRECT DEPOSIT: You are required to participate in direct deposit of your paycheck to a banking institution of your choice.

     

    EMPLOYEE ASSISTANCE PROGRAM: You and your family are encouraged to use the Employee Assistance Program for help in addressing confidential family and financial matters. EAP services are provided through Curalinc. Please call 888-881-5462 for help.

     

    BEREAVEMENT LEAVE: You will receive pay for up to 3 days for the purpose of bereavement over the death of your spouse, child, step-child, parent, step-parent, brother, sister, grandparent, grandchild, mother-in-law, father-in-law, or other member of the immediate household (excluding renters).

     

    You will receive up to 1 day of pay for the death of your brother-in-law, sister-in-law, son-in-law, daughter-in-law, aunt, uncle, niece or nephew.

     

    JURY DUTY: Your regular wages will be made-whole for any time you are required to serve on jury duty.

     

    MILITARY LEAVE: Your regular wages will be made-whole for up to two weeks for you to meet your annual two-week reserve duty obligation. Extended military leaves are provided in accordance with state and federal laws.

     

    LEAVE OF ABSENCE: You are required to request a leave of absence in writing and a minimum of 15 calendar days prior to your expected absence. All leaves are subject to approval of the Human Resources Department and are at the discretion of the County's representative, except as otherwise required by law. Under emergency situations, the leave papers must be submitted within 5 days after the absence begins. Periods of absence less than 5 days may be approved by your department head.
