    Job Description

    This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

    Under the immediate supervision of the Department Director provides direction for the internal operations of the agency; provides guidance and evaluates the implementation of federal and state legislation and grants that directly impact the Iowa Department of Education in the State of Iowa; and represents the Department of Education on various matters as requested by the Director.

    Your Responsibilities:

    + In partnership with the Director, Deputies, Division Administrators, and Bureau Chiefs, ensure the strategic planning and implementation of all team members’ work to advance the Department’s top four priorities:

     

    1) Support a strong teacher pipeline through recruitment, development, and retention;

     

    2) Strengthen early literacy and numeracy through evidence-based reading and math instruction;

     

    3) Narrow and close achievement gaps through accountability and support;

     

    4) Empower students with multiple pathways to postsecondary success and completion.

     

    + Support the Director and Department leadership in carrying out the Department’s mission, accomplishing the goals of the strategic plan and ensuring accountability to agency performance targets.

    + Coordinate the work and meetings of the Iowa State Board of Education and its committees, including Department recommendations and presentations to the Board.

    + Represent the Department in the State Emergency Operations Center and oversee the Department’s school safety supports in coordination with the Governor’s School Safety Bureau.

    + Oversee the Iowa School for the Deaf (ISD) and Iowa Educational Services for the Blind and Visually Impaired (IESBVI) and supervise the ISD/IESBVI superintendent.

    + Oversee other core functions of the Department’s management and operations as assigned.

    Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

    DESIRABLE (OR) REQUIRED QUALIFICATIONS:

    + Graduation from an accredited college or university with a master’s degree in education, business administration, or public administration, and experience equal to five years of full-time work in educational administration or business management.

    + Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    + Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    + Prior management experience

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    + Graduation from an accredited college or university with a master's degree in education or public administration, and experience equal to five years of full-time work in teaching or educational administration.

    + A total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in education or public administration equals one year of full-time experience.
